Поддержка российских соотечественников за рубежом

Одной из старейших и наиболее активных организаций, помогающих нашим соотечественникам за рубежом является Правительство Москвы. В 2014 году, благодаря их поддержке, на нашем острове прошел «Год М.Ю. Лермонтова с «Вестником Кипра». Большой цикл различных тематических мероприятий завершился проведением большой концертной программой «Созвездие талантов» на сцене «Монте Капуто». В этот год многие кипрские семьи впервые узнали о великом русском поэте.
Также благодаря поддержке Правительства Москвы, в 2015 году, Издательский дом «Вестник Кипра» смог начать реализацию новых интересных проектов, мероприятий и публикаций, посвященных 70-летию Великой Победы. И даже запустить работу собственного телевидения «ТелеВестник».
Рассказать о всей системной работе Правительства Москвы невозможно. Поэтому в рамках данной статьи мы постараемся представить только основные направления его деятельности.

ОБ ОРГАНИЗАЦИИ
Правительство Москвы начало оказывать помощь соотечественникам за рубежом с середины 90-х годов прошлого века прежде всего на пространстве бывшего СССР. В настоящее время Правительство Москвы поддерживает отношения с более чем 140 организациями российских соотечественников в 55 странах мира, и число этих связей постоянно растет.
Основными направлениями деятельности являются: поддержка в области образования, культуры, спорта; содействие изучению русского языка и преподаванию на русском языке, сохранению исторической памяти; содействие экономическому сотрудничеству субъектов предпринимательской деятельности Москвы с соотечественниками и их организациями; поддержка соотечественников в социальной сфере.

ПОМОГАЯ СОХРАНЯТЬ ИДЕНТИЧНОСТЬ
В целях интеграции соотечественников за рубежом в единое с исторической родиной пространство Русского мира Правительство Москвы на постоянной основе содействует проведению или самостоятельно организует за рубежом конференции, «круглые столы», фестивали русской культуры, творческие и спортивные соревнования, гастроли московских творческих коллективов. При их содействии во многих зарубежных диаспорах прошли торжественные вечера и концерты, посвященные Празднику Победы в Великой Отечественной войне.

ПОДДЕРЖКА РУССКОЯЗЫЧНЫХ ШКОЛ
Важнейшее место в работе столицы с соотечественниками за рубежом занимают такие направления, как сохранение и распространение русского языка и русской культуры за рубежом.
На постоянной основе ведется работа по поддержке зарубежных общеобразовательных школ с преподаванием на русском языке. Москва оказывает им материальную помощь, обеспечивает учебно-методической литературой и иными материалами по русскому языку, культуре и истории России; организует выездные семинары повышения квалификации для русистов-соотечественников, работающих в учебных заведениях ближнего и дальнего зарубежья. Покупается учебная и учебно-методическая литература и электронное оборудование.

ПЕРЕПОДГОТОВКА УЧИТЕЛЕЙ
В 2014 году более 1500 учителей и преподавателей русского языка из-за рубежа получили возможность обменяться опытом на семинарах и конференциях, организованных при содействии Правительства Москвы. В ноябре того же года Московский Дом соотечественника совместно с Российским новым университетом г. Москвы провел в Киргизии, Казахстане, Латвии и Приднестровье выездные курсы повышения квалификации учителей-русистов и преподавателей местных вузов. На этих курсах прошли стажировку около 339 преподавателей.

ПРОГРАММА «СТИПЕНДИЯ МЭРА МОСКВЫ»
Программа «Стипендия мэра Москвы» в государствах Балтии и других странах успешно действует с 1996 года. Программа имеет целью оказать содействие в обучении русскоязычных студентов в высших учебных заведениях с преподаванием на русском языке в странах проживания.
В е¸ рамках материальную поддержку получают русскоязычные студенты вузов 7 стран постсоветского пространства. За все годы благодаря этой программе высшее образование получили около 3 тысяч соотечественников. В 2014 году Стипендию мэра Москвы получали более 200 студентов, а в 2015 – 241 студент.

ОЛИМПИАДЫ ПО РУССКОМУ ЯЗЫКУ
По итогам прошлого года в зарубежных олимпиадах школьников по русскому языку приняли участие четыре с половиной тысячи школьников и более 500 учителей. В 2015 году под патронатом Правительства Москвы были проведены зарубежные олимпиады, финальная часть которых традиционно пройдет в столице.

ПУШКИНСКИЙ КОНКУРС
Международный Пушкинский конкурс для учителей русского языка проводится с 2000 года. Это пример удачного и плодотворного сотрудничества Правительства Москвы, редакции «Российской газеты», Министерства иностранных дел, Россотрудничества и Фонда «Русский мир».
В конкурсе за все годы его существования приняли участие несколько тысяч русистов из многих стран мира. 750 из них стали лауреатами. В этом году Пушкинский конкурс проводился в 15-й раз, в нем участвовали преподаватели русского языка из 30 стран.

ПОМОЩЬ МОЛОДЕЖНЫМ ОБЪЕДИНЕНИЯМ ООТЕЧЕСТВЕННИКОВ
Правительство столицы России продолжает практику организации и финансовой поддержки мероприятий для молодого поколения наших соотечественников.
Так, в ноябре 2014 г. в Болгарии состоялся V Международный форум «Молодежь строит будущее», в котором участвовали делегации из 46 стран. Там же, в Болгарии, для молодых соотечественников и их болгарских сверстников прошли фестивали патриотической песни «Серебряные жаворонки» и русской фронтовой песни «Алеша».
В Доме Москвы в Риге (Латвия) был организован Международный молодежный форум «Стипендиаты стран Балтии. Мир без границ», на котором собрались более 100 участников программы «Стипендия мэра Москвы».
При поддержке Москвы сов-местно с Центром русского языка и культуры «Возрождение» в Черногории уже третий год действует Международный учебно-оздоровительный лагерь.
На Мальте в сентябре прошлого года прошел Первый международный молодежный турнир по мини-футболу среди соотечественников, проживающих в Европе. В турнире приняли участие 12 команд из 6 стран.
Для молодых российских соотечественников Приднестровья был проведен Республиканский молодежный конкурс творческих работ «России верные сыны», посвященный знаменательным и памятным датам России.

ПОДДЕРЖКА РУССКОЯЗЫЧНЫХ СМИ И ИНТЕРНЕТ-РЕСУРСОВ
Правительство Москвы ведет активную работу с русскоязычными СМИ. Так, в декабре минувшего года в Москве был проведен очередной, второй по счету, Международный форум представителей зарубежных средств массовой информации «It’s the for Mosсow». Пониманию общих проблем, стоящих перед русскоязычными СМИ в различных странах мира, способствовали дискуссии двух «круглых столов», организованных в рамках этого форума с участием соотечественников – «История и современные вызовы» и «Русскоязычные СМИ как необходимый элемент сохранения и распространения за рубежом русской культуры и языка». На эти «круглые столы» в Москву приехали 35 редакторов, издателей, владельцев телекомпаний из 22 стран мира.
В дальнейшем «Вестник Кипра» постарается более подробно рассказать о тех проектах, которые проводит Правительство Москвы. Особенное внимание мы постараемся уделить направлениям, в которых активное участие принимают дети.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    2.2        We may change, suspend, discontinue, or restrict access to, the Website without notice or liability.

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    Website means https://vkcyprus.com/

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

    6.1        To the extent permitted by law, we and our licensors have no liability or responsibility to you or any other person for any Loss in connection with:

    a the Website being unavailable (in whole or in part) or performing slowly;

    b any error in, or omission from, any information made available through the Website;

    c any exposure to viruses or other forms of interference which may damage your computer system or expose you to fraud when you access or use the Website. To avoid doubt, you are responsible for ensuring the process by which you access and use the Website protects you from this; and

    8            Privacy policy

    8.1        You are not required to provide personal information to us, although in some cases if you choose not to do so then we will be unable to make certain sections of the Website available to you. For example, we may need to have your contact information in order to provide you with updates from our Website.

    8.2        The personal information you provide to us is collected and may be used for communicating with you, statistical analysis, the marketing by us of products

    and services to you, credit checks (if necessary), and research and development.

    8.3        We may also collect technical information whenever you log on to, or visit the public version of, our Website. This may include information about the way

    users arrive at, browse through and interact with our Website. We may collect this type of technical information through the use of cookies and other

    means. Cookies are alphanumeric identifiers that we transfer to your computer’s hard drive to enable our systems to recognise your browser. If you want

    10         General

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
