Соломос Солому: «Не забывайте включать сигнализацию»

В Лимассоле в начале года возросло количество взломов и краж. Начальник полиции муниципалитета Лимассола Соломос Солому предупреждает русскоговорящих жителей города о необходимости не только установки систем сигнализации и камер видеонаблюдения, но и об их подключении.

– В прошлом году на острове отмечалось снижение числа взломов и краж. Но в последнее время увеличилась активность квартирных воров. Что вы можете сказать?

– Помимо того, что мы, полицейские, предпринимаем все возможные меры для профилактики преступности, хозяева домов и квартир должны помогать нам и тоже заботиться о безопасности жилья. Мне хотелось бы, чтобы они устанавливали системы сигнализации и камер видеонаблюдения и не забывали их включать, если выходят из дома даже на короткий промежуток времени. Существует система, которая напрямую соединяет с полицией. Как только срабатывает сигнализация, к нам по телефону поступает информация. И дежурный офицер службы сразу же высылает ближайшую патрульную машину.

– Если, например, сработала сигнализация, то сколько времени потребуется полиции, чтобы добраться до места?

– Это зависит от конкретной ситуации. Но чаще всего машина приезжает очень быстро, через несколько минут. Впрочем, когда злоумышленник видит, что дом оснащен видеокамерами, если во время взлома срабатывает сигнализация, то он постарается как можно скорее удалиться и не успеет ничего украсть.

– Есть ли номер телефона, по которому можно позвонить в полицию?

– Есть круглосуточный телефон горячей линии полиции: 25 805050 и дежурного полицейского: 25 805126. Как только поступит сигнал, будет выслан ближайший к месту наряд. То же самое касается свидетелей. Если граждане заметили подозрительную активность или машину, которая, по их мнению, не принадлежит жителям их района, то они могут записать ее номер и анонимно позвонить дежурному офицеру, сообщив об этом. Представляться необязательно. Мы сами выясним, кому принадлежит транспортное средство, свяжемся с ним, выясним, с какой целью оно находилось в том районе.

– Можно ли звонить по телефону 112?

– По этому номеру звонят в случае, если кто-то подвергается серьезной опасности.

– Когда человек видит подозрительных людей у себя дома, как себя вести?

– Помимо того, что он должен сразу же нам позвонить, надо постараться не вступать в противостояние со злоумышленником. Самое главное – не подвергать опасности собственную жизнь. Если грабитель потребует – то лучше отдать ему золото, ценности. Пусть сначала он уйдет. После того, как этот человек покинул помещение, можно предоставить полиции описание его внешности или другие приметы, которые могут помочь в расследовании.

– Какова вероятность того, что вор будет найден?

– Больше 50%. Об этом свидетельствует статистика прошлогодней раскрываемости преступлений.

– Если у меня дома установлены системы видеонаблюдения и сигнализации, то в какой отдел полиции мне надо обращаться, если мне необходимо подключить их таким образом, чтобы при срабатывании приезжала полиция?

– Непосредственно в полицейское управление Лимассола. У нас есть бланки заявок, которые вы заполняете. Потом вы платите 50 евро в год, и каждый раз, когда срабатывает сигнализация и полиция приезжает на место, вы платите по 75 евро.

– Это для защиты домов. Что могут сделать владельцы квартир?

– Обеспечить безопасность квартиры проще, потому что там всего одна дверь, другого способа проникнуть внутрь нет. Можно поставить одну камеру у входа в квартиру. Или установить сигнализацию, и каждый раз, когда дверь будет открываться, она будет срабатывать.

– Не может ли вор забраться через балконную дверь, спуститься, к примеру, с крыши?

– Если первый этаж, то да, но если речь идет о втором или третьем этаже, то это весьма сложно. По крайней мере, у нас таких случаев не было.

– Если вор спрятал лицо под капюшоном и его не видно. Можно ли с помощью камеры найти преступника?

– Есть другие показатели, по которым можно его найти. Это и одежда, и рост, и телосложение. В любом случае, это помогает.

– В последнее время увеличилось количество угонов автомобилей. Что вы можете сказать по этому поводу?

– Мы поймали двух молодых людей, которые угоняли машины, теперь они находятся под стражей и ждут суда. Есть ордер на арест еще двух. Один подросток 15,5 лет промышлял тем, что прогуливался около булочных или киосков и ждал, пока какой-нибудь автовладелец оставит свое транспортное средство с включенным двигателем без присмотра. Через пять минут такие люди выходили на улицу, но машины не находили. Мы поймали угонщика, но по причине его возраста не смогли посадить за решетку. Поэтому водителям стоит соблюдать меры предосторожности и не оставлять свои машины без присмотра даже на минуту.

– Принимаются ли в суде записи с камер видеонаблюдения?

– Конечно. В случае необходимости специалист может сделать для нас копию видеозаписи, и мы можем использовать ее как доказательство в суде.

– В России сейчас на многих машинах установлены видеорегистраторы. Записи с них полицейскими рассматриваются, но в суде не принимаются. Как с этим обстоят дела на Кипре?

– На Кипре использовать в суде такие записи можно. Но владелец камеры должен предварительно уведомить уполномоченного по защите персональных данных о том, что у него есть камера, и она записывает некоторые данные, которые касаются не только его лично, но и третьих лиц, и этот человек может вести запись с ее помощью. Однако на Кипре пока такое не практикуется.

– Насколько, на ваш взгляд, полезны такие видеорегистраторы в случае аварии?

– Если у вас в машине есть такая камера и ведется видеозапись, ее, несомненно, можно использовать. Даже мы используем камеры, которые установлены в различных местах, например, у банков. Копии видеозаписей мы используем в случае ДТП, чтобы доказать, кто на самом деле является виновником аварии.

– В Лимассоле долгие годы происходили столкновения фанатов местных футбольных клубов. В последнее время ситуация значительно улучшилась. С чем это связано?

– Мы регулярно проводим расследования. Есть люди, которые перед футбольными матчами выясняют наличие каких-либо проблем, стараемся предупредить столкновения. Мы также сотрудничаем с руководством двух крупнейших лимассольских футбольных клубов – «Аполлона» и АЕЛ. Когда проходят решающие матчи, мы принимаем повышенные меры безопасности.

– 26 февраля в Лимассоле пройдет карнавальное шествие. Каким образом будет обеспечена его безопасность?

– Необходимые меры будут обязательно приняты. Учитывая последние теракты, которые произошли в Европе, особенно во Франции и в Германии с участием грузовиков (20 января грузовики протаранили рождественскую ярмарке в Берлине – прим. ред.), мы дали необходимые указания, чтобы у нас в Лимассоле этого избежать. Мы также предупреждаем граждан о том, чтобы они не держали сумки открытыми, не брали с собой ценности, следили за карманами, кошельками, потому что есть воры-карманники, которые могут вытащить деньги так, что хозяин даже не заметит.

– С приближением Пасхи на остров завозятся хлопушки и петарды. Что можете сказать по этому поводу?

– Я советую не покупать их и не использовать. Однако каждый раз, когда приближается Пасха, мы проводим беседы в школах, выступаем на телевидении, приводим в пример несчастные случаи, которые были ранее, чтобы предупредить об опасности травматизма. Думаю, ситуация в этом плане значительно улучшилась. То же самое можно сказать о традиционных пасхальных кострах. Мы сотрудничаем с муниципалитетами и знаем, где разрешено разводить такие костры, а где – нет. У нас есть специальная команда, которая за 10 дней до праздника занимается тем, что разбирает незаконные древесные завалы и следит за тем, чтобы они не появлялись вновь.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    a the Website being unavailable (in whole or in part) or performing slowly;

    b any error in, or omission from, any information made available through the Website;

    c any exposure to viruses or other forms of interference which may damage your computer system or expose you to fraud when you access or use the Website. To avoid doubt, you are responsible for ensuring the process by which you access and use the Website protects you from this; and

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
