Величие подвига Москвы

«Вестник Кипра» начинает публиковать главы из энциклопедии «Москва в годы Великой Отечественной войны 1941—1945 годов», посвященной 70—летию Великой Победы и выпущенной издательской программой Правительства Москвы. Этот научно—популярный труд, представляющий собой свод информационно—энциклопедических и иллюстративных материалов о Великой Отечественной войне и вкладе москвичей в Победу над фашистской Германией, издан с учетом новейшего фактологического материала. В нем Москва показана как центр руководства вооруженной, политической, экономической, идеологической, дипломатической борьбы с нацизмом.

Советские люди с первых дней войны поняли, что германский фашизм нес народам планеты и, прежде всего народам Советского Союза, смерть, рабство, грабежи, концлагеря. Нюрнбергский процесс убедительно доказал, что фашистская Германия имела тщательно разработанные планы по уничтожению СССР как государства, как политической и военной силы, начиная от идеологического обоснования преступной войны в книге Гитлера «Майн кампф», которая была программой политики и идеологии фашизма. На совещании 30 марта 1941 г. Гитлер говорил: «Речь идет о борьбе за уничтожение… Эта война будет резко отличаться от войны на Западе. На Востоке сама жестокость — благо для будущего». На совещании с командующими войсками Гитлер высказался еще более категорично: «Нам недостаточно просто разбить русскую армию и захватить Ленинград, Москву, Кавказ. Мы должны стереть с лица земли эту страну и уничтожить ее народ». 20 июня 1941 г., в самый канун нападения фашистской Германии на СССР, глава немецкого министерства по делам оккупированных восточных областей объявил, что Советский Союз перестанет быть «субъектом европейской политики» и превратится в «объект немецкой мировой политики». Обо всем этом руководство страны в выступлениях по радио В.М. Молотова (22 июня) и И.В. Сталина (3 июля) честно сказало народам страны. И они поднялись за Россию, за ее независимость. Наши соотечественники поднялись за себя, за своих родственников, за друзей, за свой дом. Сначала они остановили врага, а затем разгромили его.
29 июня выходит директива СНК СССР и ЦК ВКП(б). Изложенная в выступлении И.В. Сталина 3 июля по радио, она стала программой борьбы с врагом. С первых дней войны Москва возглавила перестройку страны на военный лад, мобилизацию сил и средств на защиту страны, организацию партизанской войны в тылу врага. 30 июня совместным постановлением Президиума Верховного Совета СССР, ЦК ВКП(б) и Совета Народных Комиссаров был организован Государственный Комитет Обороны СССР, председателем которого стал И.В. Сталин. Этот чрезвычайный орган сосредоточил в своих руках всю полноту власти в стране. Все граждане и все партийные, советские, комсомольские и военные органы обязывались беспрекословно выполнять решения и распоряжения ГКО. Тогда же было создано в прифронтовой полосе более 50 городских комитетов обороны. Оперативно менялась система стратегического руководства военными действиями, включая подготовку резервов и разработку планов операций. В этих целях Ставка Главного Командования, образованная 23 июня, преобразуется 10 июля в Ставку Верховного Командования, а 8 августа — в Ставку Верховного Главнокомандования. Председателем Ставки стал И.В. Сталин, он же был назначен и народным комиссаром обороны и Верховным Главнокомандующим. Высокая централизация власти, несмотря на субъективизм, имевший место в ряде случаев при анализе и оценке военно—политической обстановки, как отмечают исследователи, способствовала максимальной мобилизации усилий советского народа на достижение победы над врагом. Усиливается партийно—политическая работа в войсках, в июле вводится институт военных комиссаров. Оперативно формируются новые соединения и части, дивизии народного ополчения, вводится всеобщее военное обучение населения (Всевобуч), на фронт в июне — декабре 1941 г. направляются 1 млн 100 тыс. коммунистов.
Москва возглавляет эвакуацию на восток и в Среднеазиатский регион страны свыше 2590 крупных предприятий. «Сталинские наркомы», как принято говорить сегодня, молодые, энергичные, грамотные, опираясь на всенародный энтузиазм и полную самоотдачу всех слоев населения, блестяще справились с этой задачей, как и с задачей развертывания в короткий срок на востоке страны промышленного, прежде всего военного, производства. К середине 1942 г. в восточных и среднеазиатских районах страны было пущено 1200 эвакуированных предприятий, 47 заводов химической и резиновой промышленности. Кроме того, вступили в эксплуатацию 850 вновь построенных заводов, цехов, шахт, электростанций, доменных и мартеновских печей, прокатных станов.
На военные рельсы переходила и сама столица. Уже в первый день войны Москва и вся территория Московского военного округа объявляются на военном положении. Одновременно вводится затемнение, приводится в боевую готовность противовоздушная оборона Москвы, налаживается деятельность местной противовоздушной обороны (МПВО). С первых дней войны массовый характер принимает движение за вступление добровольцами в ряды Красной Армии. Только за первую неделю войны 170 тыс. москвичей, в т.ч. 25 тыс. женщин, подали заявления о добровольном уходе на фронт.
В первоочередном порядке на военный лад перестраивалось сложное многоотраслевое хозяйство столицы, сотни гражданских предприятий переходили к производству военной продукции. Так, на заводе «Компрессор» было полностью прекращено изготовление холодильного оборудования и началось производство реактивных систем БМ—13 — знаменитых «Катюш». Рабочие столицы стремились ежедневно перевыполнять производственные задания, работать за себя и за товарища, ушедшего на фронт. На предприятиях развернулись движения двухсотников, трехсотников, скоростников, которые в 2—5 раз перевыполняли установленные нормы.
Ведя речь о подвиге Москвы в годы войны, следует подчеркнуть, что военная перестройка ее промышленности проходила в условиях эвакуации на Восток страны большого числа предприятий столицы и Подмосковья. В октябре—ноябре 1941 г. из Москвы и Московской области было эвакуировано 498 крупных промышленных предприятий союзного и союзно—республиканского значения, 54 тыс. из 75 тыс. станков, имевшихся в городе. Вместе с предприятиями выехали свыше 1,5 млн рабочих и служащих, инженеров и техников, членов их семей, которые в начале 1942 г. организовали производство на новом месте. Нередко на базе эвакуированных предприятий по планам, утверждаемым ГКО, возникало несколько новых. Так, на основе вывезенного из Москвы автозавода были созданы заводы автомобильной промышленности в Миассе, Шадринске, Челябинске и Ульяновске; оборудование ГПЗ дало жизнь заводам по производству шарикоподшипников в Куйбышеве, Саратове и Томске; завода «Динамо» — двум электротехническим заводам в Миассе; завода «Москабель» — новым заводам в Куйбышеве, Свердловске и Томске; завода им. Владимира Ильича — заводам в Свердловске и Киселевске. В результате этого, а также нового строительства и трудового героизма рабочих, в отдельных восточных областях страны выпуск промышленной продукции увеличился по сравнению с довоенным в 4—5 и более раз.
И этот подвиг москвичи творили, несмотря на то, что они во всей полноте испытали тяжесть репрессий 30—х — начала 40—х годов. Их жертвами стали представители всех социальных слоев — рабочие, инженеры, ремесленники, служащие, военные деятели, деятели науки и культуры, а также члены высших эшелонов власти, партийные и комсомольские работники всех рангов.

    1            Application of terms

    4            Your obligations

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.
