Андреас Христу: «Бизнес – это часть повседневной деятельности людей»

Большой стол в кабинете мэра Лимассола Андреаса Христу уставлен стопками книг и папок. «И это только половина моего домашнего задания, – говорит он, показывая на бумаги. – Я четыре дня был в Афинах, только вернулся. У меня в телефоне 23 пропущенных телефонных звонка. Мы работаем на пределе». Действительно, быть мэром такого города, как Лимассол, – нелегко. Но он справляется. Причем успешно. Успеваем также принимать участие во всех традиционных мероприятиях и решать важные вопросы по благоустройству города. Предлагаем вашему внимаю отрывок из интервью, которое было подготовлено для октябрьского выпуска журнала «Успешный Бизнес»

– За последние десять лет Лимассол развивался очень быстро. Возможно, даже быстрее, чем другие города Кипра. С чем это связано?

– Этому есть несколько причин. Во-первых, у Лимассола никогда не было, если так можно выразиться, однонаправленного развития. В городе развивался туризм, местная промышленность, сформировалась довольно крепкая система среднего и высшего образования. За последние десять лет открылись три университета: один государственный и два частных.

У нас также есть порт, который является фактически единственным промышленным портом на Кипре. Лимассол является самым крупным в ЕС центром по управлению судоходством. Плюс, это финансовый центр, где проводятся банковские операции. У нас есть фирмы, которые имеют дело с высокими технологиями. И, наконец, Лимассол – это международный бизнес-центр. Он представляет собой картину живого города, где бизнес – большой или малый – это часть повседневной деятельности людей.

В 2008 году мы подали заявку на получение 60 млн евро. Мы начали строительство четырех разных объектов. За нами пошла марина – самый крупный проект, который когда-либо реализовывался на Кипре, его стоимость – 400 млн евро. За ней – старый порт – тоже государственный проект стоимостью в 20 млн евро. Все это действительно изменило облик города.

– На что вы планировали потратить эти 60 млн евро, и получилось ли?

– Да, все получилось. Мы эти деньги потратили с пользой, сэкономив при этом 5 млн. Мы вернули обратно государству. Можно теперь увидеть своими глазами на что были потрачены деньги: урегулировано дорожное движение в центре Лимассола, сделаны площадки, в разных местах города посажено 2 000 деревьев, перестроены дороги и тротуары. Мы построили набережную площадью 60 тыс. кв. м. Завершаем реконструкцию театра Паттихио. Создали красивый линейный парк протяженностью 6,5 км вдоль реки Гариллис, который стоит посмотреть. Бывшее русло реки было преобразовано в велосипедную и пешеходную дорожки, мы озеленили его, посадив деревья, кустарники, цветы. И там, где раньше была свалка, сейчас находятся скверы, небольшие детские, а также волейбольные и баскетбольные площадки. Люди почувствовали, что облик их района изменился в лучшую сторону.

– В Лимассол теперь входят шесть муниципалитетов. Какова численность городского населения на сегодняшний день?

– По последним данным, в городе проживают 200 000 киприотов. Хотя я считаю, что, помимо них, есть и 50 000 иностранцев. Правда, точное их число никто не знает.

– Какие крупные объекты планируется построить в муниципалитете в ближайшее время?

– Мы очень надеемся, что в Лимассоле, наконец, появится казино. Как вам известно, перед правительственной комиссией имеются три предложения, причем два из них – из Лимассола. Одно – из Ларнаки. Насколько нам известно, речь идет о большом участке за My Mall, который относится к муниципалитету Лимассола. Он отличается хорошей дорожной сетью. Проект предполагает 500-600 млн евро инвестиций.

Также в планах построить конгрессный зал. Плюс, фирма Lanitis уже получила разрешение на строительство поля для гольфа. Часть этого участка находится на территории нашего муниципалитета, часть – на земле деревни Асоматос. Как вы понимаете, все это дает большой толчок к разработке наших восточных районов.

– Одобрено строительство нового стадиона в Колосси. Что это принесет городу?

– Это очень важное событие, которому рады и болельщики, и руководители футбольных клубов Лимассола. Надеюсь, что со временем на нем можно будет проводить встречи международного уровня. Потому что пока они проводятся только в Никосии. Мы очень хотели, чтобы стадион был построен в черте города. Считаю, что была такая возможность, но в результате было решено по-другому. Мы надеемся, что проект будет осуществлен быстро и правильно, с соблюдением всех предписаний безопасности. «Цирио» тем временем по-прежнему останется стадионом для футбола и легкой атлетики.

– Давайте разберемся с налогами. Изначально был муниципальный, потом ввели налог на недвижимость, оставив муниципальный. Потом его решили отменить. Сейчас его опять оставляют. Поясните, пожалуйста, что происходит?

– Несколько лет назад Правительство Кипра, пытаясь найти деньги во время кризиса, решило ввести налог на недвижимость. До тех пор мы платили только муниципалитету, причем небольшую сумму. Это было по ценам на 1 января 1980 года. Примерно 50-60 евро, или немного больше – если дом большой. Эти деньги шли в казну муниципалитета. Потом Правительство учредило дополнительный налог, основанный на новом коэффициенте, отличном от того, который существовал в последние 40 лет. Мы (Совет муниципалитетов) протестовали. Нам пообещали, что это временно. В этом году они решили объединить оба налога и все средства направить местным властям. Мы сказали, что нам столько денег не нужно, вследствие чего было принято решение отменить второй (новый) налог. В этом году он будет начислен на уровне прошлого года. Но для всех, кто его заплатит до конца октября, предусмотрена скидка в размере 75%, а для заплативших до конца года – 72,5%. Так что фактически люди будут платить одну четверть того налога, который платили в прошлом году. Уровень расчета суммы налога и стоимости недвижимости возвращается к ценам 1980 года. В следующем году все вернется в прежнее русло: жители будут платить небольшой налог в муниципальную казну. Правда, его размер нам пока неизвестен – это должно быть официально объявлено правительством страны.

– Что бы вы хотели пожелать нашим читателям, живущим в Лимассоле?

– На мой взгляд, в Лимассоле есть все условия для жизни, для образования, для отдыха и бизнеса. Только в лимассольцах по-настоящему чувствуется дух карнавала и традиционного винного фестиваля. Лимассол – это и порт, и бизнес, и широкий кругозор, и открытая душа. Это очень важно для любого человека, который хочет здесь жить, работать, дать образование своим детям. Хотелось бы подчеркнуть, что у нас в Лимассоле нет никаких межнациональных конфликтов. Люди относятся друг к другу с толерантностью и пониманием. И русским людям здесь рады! Я желаю вашим читателям найти для себя в Лимассоле что-то свое, важное, родное. И получать удовольствие от того, что в этом городе можно совмещать работу и отдых.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    Website means https://vkcyprus.com/

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

    6.1        To the extent permitted by law, we and our licensors have no liability or responsibility to you or any other person for any Loss in connection with:

    a the Website being unavailable (in whole or in part) or performing slowly;

    b any error in, or omission from, any information made available through the Website;

    c any exposure to viruses or other forms of interference which may damage your computer system or expose you to fraud when you access or use the Website. To avoid doubt, you are responsible for ensuring the process by which you access and use the Website protects you from this; and

    10         General

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
