Федонас Федонос: «У Пафоса есть особая красота»

Редакция газеты «Вестник Кипра» продолжает знакомить читателей с главами муниципалитетов острова. Сегодня мы публикуем интервью с мэром Пафоса, ставшего в этом году культурной столицей Европы. Федонас Федонос уверен: чтобы достичь существенных результатов в усовершенствовании жизни города, надо не только строить планы, но прилагать максимум усилий для их реализации.

– Скажите, пожалуйста, в чем заключается основная проблема, с которой сталкивается муниципалитет Пафоса на сегодняшний день?

– Одной из наиболее обсуждаемых тем в Пафосе были дороги. Две центральные улицы некоторое время были закрыты по причине дорожных работ. Однако теперь эта проблема решена, виден результат многомесячного труда. Тем не менее, в городе все еще отсутствуют некоторые основные элементы инфраструктуры. Но у нас есть проект по благоустройству города, он в стадии завершения. Сложность заключается в том, что построить что-то новое можно, только базируясь на старом. Нельзя разобрать дороги или снести микрорайоны и на их месте построить новые. Хотя можно достраивать, усовершенствовать, украшать. Вопросы чистоты, дорог, озеленения и порядка, которые существуют во всем городе, тоже постепенно решаются.

– Какова ваша основная цель на посту мэра?

– Зимой Пафос пустует, потому что это маленький город – всего 35 000 местных жителей. В районе Пафоса, если считать вместе с деревнями, проживают 100 000 человек. Городу нужна молодежь. Поэтому моя самая главная цель – после завершения работ по улучшению инфраструктуры – привлечь в город молодых людей. А это возможно, если в Пафосе будут свои университеты и колледжи. Нельзя сказать, что мы хотим сделать Пафос образовательной столицей Кипра – это маловероятно. Но в том, что Пафос в этой сфере будет играть важную роль, я уверен.

– Что самое трудное в вашей работе?

– Не просто поставить цели, а добиться их осуществления. Это одна из самых сложных задач для любого политика. То, что он говорит, он должен выполнять.

– Чем вы занимались до того, как заняли должность главы муниципалитета Пафоса?

– Я работал в частном секторе. Но непосредственно до того, как стать мэром, я три года был членом муниципального совета.

– Почему вы решили баллотироваться на должность мэра?

– По инерции. Я занимаюсь общественной деятельностью почти 15 лет. Несмотря на молодой возраст, я с сентября 2002 года активно участвую в жизни города. Поэтому решение возглавить муниципалитет естественным образом вытекло из этой деятельности. Не было такого, чтобы я решил для себя, что хочу стать мэром, и целенаправленно к этому шел несколько лет. Если за полгода до этого вы бы спросили меня, собираюсь ли я баллотироваться, то я бы твердо ответил: «Нет». Но жизнь привела меня к этому решению.

– Что вы собираетесь изменить в Пафосе в течение ближайших пяти лет?

– Хочу, чтобы город стал не просто современным, а суперсовременным. Чтобы Пафос был небольшим «умным городом», в котором все было бы на своем месте. Так, одной из главных задач на ближайшее время я считаю сделать бесплатный беспроводной доступ к интернету по всему городу.

– Предприняли уже конкретные шаги? Что вообще считаете самым главным для мэра?

– Надо работать. Каждый день. Нельзя из офиса решать все вопросы. Надо выходить по три-четыре раза в день к объектам и непосредственно всем этим заниматься: каждой дорогой, каждым районом, каждым парком, каждым пляжем, каждым уголком города! Только так меняется город. Если составить отличный план хоть на 10 лет, но оставить его на бумаге, то ничего не изменится. Город – он как живой организм: требует развития во всех направлениях. Нельзя ограничиваться чем-то одним, забывая о другом, иначе возникнет дисбаланс. Например, если обращать внимание только на сферу туризма (как это долгие годы делалось в Пафосе), в случае даже незначительного сбоя в этом секторе могут возникнуть серьезные социально-экономические проблемы. Конечно, невозможно все изменить за один день. Но для этого и существует планирование и расстановка приоритетов.

– Что отличает Пафос от других городов?

– Красота, гармония и хорошие люди. Это три основные показателя. Красоту мы унаследовали от Афродиты, гармонию – от Аркадии. Греки-киприоты (в том числе жители Пафоса) – потомки переселенцев из Аркадии – части Греции. Аркадия – символ гармонии.

– Пафос – культурная столица Европы. Какие мероприятия вы считаете основными, и как они отразятся на повседневной жизни горожан?

– Быть культурной столицей Европы очень важно. Это большой опыт для небольшого города, у которого нет такого положения, которые занимают города-миллионники, у которого в последние годы не было богатой культурной жизни. Несмотря на небольшое число жителей, у Пафоса очень богатая история, и мы будем ее представлять через различные виды театральных постановок, музыку, оперу, изобразительное искусство. Мы можем создать центр, который будет привлекать европейцев. Пафос станет местом встреч представителей соседних государств. Это будет место, куда смогут приезжать представители Египта, Израиля, Сирии, Иордании, Ливана…

– Но для этого должна быть необходимая инфраструктура.

– Все это мы делаем. То, чего нам не хватает, мы приобретаем сейчас. Впервые в течение года в Пафосе ожидается большое количество деятелей культуры и большое количество мероприятий. Однако важно, чтобы этот титул стал стимулом для развития города, приобретения им важной роли, если не на европейском, то хотя бы на местном уровне.

– У вас уже были контакты с представителями русскоговорящей общины города?

– Мы проводили с ними два-три раза встречи, у нас очень тесные связи. Пафос не вступает в конкуренцию с другими городами – каждый человек праве сам выбирать, где ему жить или отдыхать: в Лимассоле ли, в Никосии, или Ларнаке. Но я верю, что у Пафоса есть особая красота. Его отличает спокойствие, легкость в передвижении, безопасность. Это то, что наш город может предложить человеку, который уезжает из России. Это идеальный выбор. Мы всегда идем навстречу иностранным гражданам, всегда готовы помочь, и, если у них есть какие-либо проблемы, они могут к нам обращаться. Более того, страницу нашего веб-сайта мы собираемся перевести на русский язык, чтобы она была понятной и доступной для русскоговорящих жителей Кипра.

Родился 18 июня 1978 года. Окончил Афинский университет экономики и бизнеса (факультет международных и европейских экономических отношений). Изучает право в университете Неаполис.

Во время учебы в Афинах был активным членом студенческого движения. По возвращении на Кипр участвовал в политической жизни страны.

В течение последних трех лет являлся муниципальным советником в муниципалитете Пафоса, членом двух муниципальных комитетов и членом Совета по утилизации сточных вод (SAPA). Также был председателем муниципального комитета по планированию города.

С 2002 по 2006 год был помощником депутата. С 2006 до конца 2014 года работал в частном секторе. Был избран мэром Пафоса на досрочных выборах, состоявшихся в январе 2015 года. В декабре 2016 года был переизбран на свой пост.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    1.2        If you do not agree to these Terms, you are not authorised to access and use the Website, and you must immediately stop doing so.

    2.1        We may change these Terms at any time by updating them on the Website. Unless stated otherwise, any change takes effect immediately.     3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

    6.1        To the extent permitted by law, we and our licensors have no liability or responsibility to you or any other person for any Loss in connection with:

    a the Website being unavailable (in whole or in part) or performing slowly;

    b any error in, or omission from, any information made available through the Website;

    c any exposure to viruses or other forms of interference which may damage your computer system or expose you to fraud when you access or use the Website. To avoid doubt, you are responsible for ensuring the process by which you access and use the Website protects you from this; and

    8.1        You are not required to provide personal information to us, although in some cases if you choose not to do so then we will be unable to make certain sections of the Website available to you. For example, we may need to have your contact information in order to provide you with updates from our Website.

    and services to you, credit checks (if necessary), and research and development.

    10         General

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
