Антикризисный план для планеты

Мы пережили! Справились! Теперь всё будет хорошо! Именно так нам всем хочется думать о трех последних месяцах, которые нелегко дались не только жителям Кипра, но и как минимум половине жителей планеты. Не осталось такой страны, где не было бы больных коронавирусом. В разных странах принимали разные меры. Где-то жёстче, где-то мягче действовали. Но на общей картине отдельные меры не сильно сказывались – результатом коронавируса стал всемирный экономический кризис. И вот о кризисе нельзя сказать – «мы пережили». Он только начинает разворачиваться и ещё покажет нам, насколько серьёзное влияние оказал коронавирус на мировую экономику.

Мир изменился. И это не красивая заезженная фраза. Это неоспоримый факт. О том, какие сферы деятельности (кроме туризма и авиаперевозок) понесли невосполнимые потери, мы говорили на нескольких онлайн встречах, которые «Вестник Кипра» организовывал в период карантина. Мы хотели подготовить читателей, а особенно тех из них, кто владеет бизнесом, к неминуемым изменениям. Мы помогали сориентироваться в непростой ситуации и принимать взвешенные решения, которые базируются на фактах.

Нельзя выиграть войну, если ты только защищаешься. Чтобы выиграть, нужно идти в атаку. Так и в бизнесе, так и в современной жизни. Невозможно восстановить свои позиции – будь ты работник, служащий, пенсионер, предприниматель – если не предпринимать активных действий, если всего лишь реагировать на внешние обстоятельства, не стараясь разработать свой собственный антикризисный план.

Антикризисный план всемирного масштаба

С одной стороны правительствам 200 стран мира пришлось постараться, чтобы скоординировать свои действия. И это большой плюс процесса глобализации. С другой стороны, впервые за несколько веков, некоторые страны закрыли свои границы для иностранцев. Беспрецедентный случай (в таком масштабе). Особенно странно это выглядело в рамках одного политического объединения – Евросоюза. Есть ли у планеты план борьбы с коронавирусом и последующими биологическими угрозами? Вы же не думаете, что это первый и последний вирус, правда? Было бы наивно считать, что с прививкой от коронавируса всё закончится и больше никогда не повторится. Теперь, когда понятно, как сильно можно выбить из колеи с помощью вируса, возникает серьезная угроза, что вирусы подобного рода станут оружием в руках недобросовестных политиков и террористов различного рода. Неважно, что будет на флаге – борьба за власть и ресурсы или какой-то религиозный слоган. Важно, что биологическое оружие со страниц фантастических романов и фильмов-катастроф пришло в нашу реальную жизнь.

Антикризисный план Европейского союза

Недавно представленный план Макрона-Меркель предполагает, что надо занять под гарантии Евросоюза 500 млрд евро. Эти деньги предлагается распределить между наиболее пострадавшими странами и сферами экономики. Против плана выступили Австрия, Дания, Нидерланды и Швеция, назвавшие себя «экономной четверкой» – они не хотят такие риски на себя брать и предлагают создать чрезвычайный фонд для предоставления кредитов. И пусть пострадавшие страны берут в долг, а не весь Европейский союз. Так у этих стран будет больше ответственности (а то некоторые привыкли, что им долги прощают).

Антикризисный план для Кипра

Кипром я горжусь. Очень быстро отреагировали, закрыли границы, согласовали помощь людям, потерявшим возможность работать. Всё-таки 60% от зарплаты – это существенная сумма. Далеко не все страны предложили своим гражданам деньги за то, что они посидят дома в карантине. Да, соглашусь, не всё пошло гладко. Сначала паниковали, наделали много глупых ошибок. Например, стали требовать несуществующую справку и самолеты летели на Кипр пустыми. Потом почитали Конституцию страны, убедились, что не могут запретить гражданину Кипра вернуться домой и стали тратить бюджетные деньги, организовывая репатриационные рейсы и обеспечивая карантин в пятизвездных отелях. Но и это, в конце концов, неплохо. И людям было приятно, и отели подзаработали, и авиакомпании, осуществляющие рейсы тоже внакладе не остались. Потеряли только налогоплательщики, но так же всегда было.

Есть ли у Кипра план? Что сделать, чтобы поскорее восстановиться? Один метод мы знаем, в 2013 году он сработал. Но поддержал только крупных застройщиков. Как помочь остальным? Пока четкого плана нет. Всем ясно, что нужна диверсификация экономики. Туризму нужно два года на восстановление, а банковская система скорее мешает бизнесу работать, чем помогает. IT-индустрия развивается огромными темпами, но Кипр ещё далеко до конкурентоспособности в этой сфере. Я сейчас говорю о бюрократии и отсутствии знания предмета, ведь очень немногие политики, чиновники, юристы, банкиры вообще понимают, чем айтишники на Кипре занимаются. В общем – нас ждут великие дела! И первое – понять, как перезапустить экономику страны, как наладить работу школ и сектора здравоохранения. Что, осенью опять всех под замок, с одной «смской» в день? Нет же. Нельзя ещё раз такое повторить. Значит, нужен план государственного масштаба. Не на две недели, как сейчас. А на любой случай, на любой вариант дальнейшего развития событий.

Антикризисный план для «Вестника Кипра»

У нас он уже есть. И просчитаны разные варианты. Мы учимся, меняемся, развиваемся. Придумываем новые виды деятельности, новые проекты, знакомимся с новыми людьми, создаем новые возможности. Для себя, для рекламодателей, для читателей. А этот выпуск газеты необычный. Летом «Вестнику Кипра» исполняется четверть века. И мы хотим напомнить вам о самых важных вехах на этом пути.

Да. Мир уже не будет прежним, хотя знать историю, учиться на ее примерах несомненно нужно. Я сейчас с удовольствием читаю две книги Ноя Харари «Homo Sapience: краткая история человечества» и «Homo Deus: краткая история будущего». Получилось, что сразу две одновременно, так как начала со второй (а она толстая, ещё долго читать буду), а на днях решила, что надо первую тоже осилить – слушаю её в аудиоформате, пока гуляю вдоль моря. Очень рекомендую. Если хорошо знать прошлое, если понимать, что и почему происходит сегодня, то можно уверенно принимать решения о завтрашнем дне, просчитывая различные варианты развития событий, примеряя на себя каждый из них и планируя свои действия в самых необычных критических ситуациях.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    1.2        If you do not agree to these Terms, you are not authorised to access and use the Website, and you must immediately stop doing so.

    2.1        We may change these Terms at any time by updating them on the Website. Unless stated otherwise, any change takes effect immediately.     3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    Website means https://vkcyprus.com/

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

    6.1        To the extent permitted by law, we and our licensors have no liability or responsibility to you or any other person for any Loss in connection with:

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
