Инвестиции в чистый Лимассол

Для того, чтобы Лимассол стал образцом городской чистоты, муниципальные власти предприняли амбициозный долгосрочный план.

Греческая пословица гласит, что «чистота — это половина благородства». Однако, на самом деле, чистота должна быть показателем не половины, а целого уровня благородства человека, места, страны. Как выглядел бы Париж, если бы его площади, парки и кварталы были полны мусора? Кто бы мечтал поехать в Берлин или Вену, если бы там на каждом углу были нечистоты? Муниципалитет Лимассола в ходе разработки новой стратегии, которая должна привести к новой эпохе в развитии города, не мог оставить за ее рамками важный вопрос культуры чистоты и просвещения жителей.

Известно, что в прошлом, на протяжении целых десятилетий, у лимассольцев преобладало чувство, будто бы общественное пространство — наше полноценное владение, а поэтому мы имеем право вести себя там так, как считаем нужным. Много было тех, кто, игнорируя все возможные законы, инструкции и базовые правила гармоничного сосуществования, загрязняли общественные места, будучи уверенными, что кто-то обязательно уберет за ними. Вступление в Европейский союз и вынужденная адаптация к новым обстоятельствам создали подходящие условия для усвоения новых привычек и культуры, более дружелюбной по отношению к окружающей среде, общественным пространствам и собственным согражданам. Лимассол не мог оставаться исключением, но при этом резкий рост населения, отмеченный в последние годы, только усугублял существующие проблемы.

Время от времени предпринимались организованные попытки и действия для исправления ситуации, как в рамках информационных кампаний по созданию определенной культуры поведения, так и со стороны заинтересованных сторон и самих горожан. Попытки, которые, очевидно, хоть и имели результат, из-за своей малой продолжительности не успевали принести ожидаемый долгосрочный эффект. В таких условиях муниципалитет Лимассола решил разработать новую стратегию чистоты, запустив длительную кампанию, которая будет выстроена поэтапно и долгий срок, ровно до того момента, когда она перестанет быть нужной.

Начало было положено мэром Лимассола Никосом Николаидисом, который представил и, одновременно с этим, запустил новую кампанию «Чистый Лимассол» во время мероприятия на муниципальной парковке Энаэриос. Ее цель — создать город, который станет образцом чистоты, и вовлечь самих горожан в эту непростую инициативу, которой требуются союзники и приверженцы.

В рамках кампании муниципалитет уже предпринял ряд действий, многие из которых носили информационный характер, по модернизации инфраструктуры и повышению культуры персонала. В то же время, власти наняли больше работников по уборке улиц и заменили старое оборудование на новое. Было закуплено десять новых мусорных машин, две электрические и несколько механических уборочных машин, ручные аппараты высокого давления для мойки улиц. Кроме того, были куплены новые большие мусорные баки для замены старых в центре города.

В своей попытке мотивировать жителей муниципалитет решил субсидировать покупку бытовых мусорных баков объемом 120 литров, а также установку автоматических машин для компостирования в местах производства органических отходов.

В течение 2021 года ожидается, что в специально предназначенных местах города будут установлены подземные и заглубленные мусорные контейнеры, прессы для отходов и бумажного мусора, а в течение 2022 года начнется программа Pay as you Throw, которая будет стимулировать раздельный сбор перерабатываемого и органического мусора в оплаченные заранее мусорные мешки.

Что касается программы по просвещению населения, муниципальные власти выпустили информационные материалы, в котором описаны три главных направления участия жителей: развитие коллективного сознания, информирование о способах внесения вклада в чистоту и призыв участвовать в  уборке своих кварталов.

Важной инновацией и поддержкой этого начинания стал запуск приложения для смартфонов Limassol Municipality. Это приложение, которое бесплатно доступно для операционных систем iOS и Android, оно предоставляет равный доступ к информации и уведомлениям для всех жителей. С помощью приложения можно заказать услуги муниципальных служб, узнать об интересующих вас вопросах или сообщить о проблемах, чтобы они были решены как можно скорее.

Приложение Limassol Municipality дает возможность наладить обратную связь муниципальным властям. Житель города может за несколько минут указать, в каком районе есть проблема, и загрузить фотографии с данного места. Каждое требование или заявка, которые подаются через мобильное приложение, автоматически направляются в уполномоченные муниципальные отделы, где их рассматривают быстро, прозрачно и эффективно.

Стоит отметить, что, хотя для всех остальных услуг, которые предлагает приложение, не требуется регистрация, перед тем, как впервые сообщить о проблеме, вам необходимо авторизоваться в системе. Только после этого вы сможете отправлять свои сообщения, например, о чистоте, зеленых зонах, дорожном покрытии, бродячих животных, замене перегоревших светильников или испорченных указателях. Кроме того, вы сможете отслеживать этапы и статус решения вопроса с любого устройства и в любой момент.

Вместе с тем, через приложение горожане смогут узнать новости о жизни муниципалитета Лимассола, мероприятиях, достопримечательностях, полезных контактах, доступных парковочных местах, муниципальных парковках для лиц с ограниченными возможностями, а также о том, как оплатить штрафы и налоги.

Важный вклад в инициативу городских властей по поддержанию чистоты внесут «зеленые точки», куда жители смогут вывезти крупногабаритный мусор и другие отходы, требующие специального обращения. После окончательного закрытия свалки в Вати в конце февраля 2019 года муниципалитет Лимассола предпринял уборку на четырех зеленых точках, которые расположены на четырех городских направлениях. Каждый горожанин может бесплатно привезти и сдать туда свой мусор, выбросив его в специально предназначенный контейнер. «Зеленые точки» работают в Фасуле (тел.: 96 089521), Колосси (тел: 96 241551), Парекклише (тел: 96 094716) и Авдиму (тел: 96 094135). Те жители, которые не могут сами вывезти свои отходы в «зеленые точки», должны обратиться к частным компаниям по перевозкам, чтобы заказать у них машину, к авторизованным перевозчикам мусора и владельцам мусорных контейнеров или в уполномоченную муниципальную службу, заплатив установленную цену. Служба уборки муниципалитета Лимассола берет на себя обязательства один раз в две недели собирать ветки и с такой же регулярностью — крупногабаритный мусор, выделив для этого определенный день. Стоимость данной услуги рассчитывается исходя из решения администрации «большого Лимассола».

КОРОТКО
В 2022 году стартует программа Pay as you Throw для раздельного сбора перерабатываемого и органического мусора в специальные мусорные мешки.

КРОМЕ ТОГО
Муниципалитет Лимассола совместно с муниципалитетом Гермассойи, советом района Агиос Тихонас и всеми службами, имеющими отношение к морю, инициировал, при финансовой помощи четырех министерств, покупку услуг по мониторингу и борьбе с морским загрязнением в заливе Лимассола. В течение всего купального сезона в границах муниципалитета будет курсировать судно компании, нанятой для мониторинга, а также судно под названием Lemesos, экипаж которого будет ежедневно патрулировать акваторию, следить за состоянием морской воды и поддержанием чистоты.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    1.2        If you do not agree to these Terms, you are not authorised to access and use the Website, and you must immediately stop doing so.

     

    2            Changes

    2.1        We may change these Terms at any time by updating them on the Website. Unless stated otherwise, any change takes effect immediately. You are       responsible for ensuring you are familiar with the latest Terms. By continuing to access and use the Website, you agree to be bound by the changed

    2.2        We may change, suspend, discontinue, or restrict access to, the Website without notice or liability.

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

     

    6            Disclaimers

    6.1        To the extent permitted by law, we and our licensors have no liability or responsibility to you or any other person for any Loss in connection with:

    a the Website being unavailable (in whole or in part) or performing slowly;

    b any error in, or omission from, any information made available through the Website;

    c any exposure to viruses or other forms of interference which may damage your computer system or expose you to fraud when you access or use the Website. To avoid doubt, you are responsible for ensuring the process by which you access and use the Website protects you from this; and

    d any site linked from the Website. Any link on the Website to other sites does not imply any endorsement, approval or recommendation of, or responsibility for, those sites or their contents, operations, products or operators.

    8            Privacy policy

    8.1        You are not required to provide personal information to us, although in some cases if you choose not to do so then we will be unable to make certain sections of the Website available to you. For example, we may need to have your contact information in order to provide you with updates from our Website.

    8.2        The personal information you provide to us is collected and may be used for communicating with you, statistical analysis, the marketing by us of products

    and services to you, credit checks (if necessary), and research and development.

    10         General

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
