Газовые месторождения в Восточном Средиземноморье: катализатор для регионального сотрудничества

Безусловно, весь сектор услуг, связанных с добычей газа на шельфе Кипра, интересен для инвесторов. Мы предлагаем вашему вниманию отрывок из статьи, опубликованной в обзоре InDepth Центра европейских и международных дел Университета Никосии. Автор поясняет практические аспекты разработки месторождения и кардинальные перемены в энергетической политике всего Восточно-Средиземноморского региона.

Обнаружение газовых месторождений в Восточном Средиземноморье обещает обеспечить важные преимущества в сфере энергетической безопасности в регионе наряду с финансовой прибылью. Как показало исследование Геологической службы США в 2010 году, Левантийский бассейн, охватывающий морскую прибрежную зону Израиля, сектор Газа, Ливан, Сирию и Кипр, может содержать до 120 трлн кубических футов газа, обеспечивая таким образом энергоснабжение не только странам региона, но и Европе.

Куда пойдет израильский газ?

Ведущей страной для регионального сотрудничества в энергетической отрасли является Израиль, поскольку подготовка по добыче газа с его основных месторождений «Левиафана» и «Тамара», уже находится на завершающей стадии. Израиль ищет несколько вариантов экспорта. Приоритет отдаётся Иордании. Американская компания NobleEnergy подписала контракт стоимостью $500 млн на поставку 66 млрд кубических футов газа с израильского участка «Тамар». Партнёры по разработке «Левиафана» Noble и Delek также подписали не имеющий обязательной силы договор о намерениях с Национальной электрической компанией Иордании на поставку 1,6 трлн кубофутов газа в течение пятнадцатилетнего периода.

Другие исследованные проекты касаются строительства 25-километрового трубопровода, который соединит северный Израиль с северной Иорданией.

Ещё один вариант извлечения денежной прибыли от добычи израильского газа – это сотрудничество с Египтом. Несмотря на то, что доказанные общие запасы газа в этой стране составляют примерно 77 трлн кубофутов, объёмы производства и запасы не выросли, а два крупных объекта СПГ в Дамиетте и Идку практически простаивают. Таким образом, трубопроводы от газовых запасов Израиля в Египет для сжижения и реэкспорта представляются реальным выбором. Между операторами месторождений «Левиафан» и «Тамар» заключён ряд соглашений на поставку газа, а также несколько таких соглашений в Египте, включая испанскую GasNatural, итальянскую ENI и BritishGas (BG).

Другой вариант экспорта газа ближайшим соседям – это подводный трубопровод от израильского месторождения «Левиафан» в Турцию, однако эта опция в настоящее время считается политически нежизнеспособной, как ставится под сомнение и её финансовая рентабельность.

Инвестиции и конкуренция

Тем не менее перспективы разработки израильских газовых месторождений были поставлены под сомнение с декабря 2014 года вслед за рекомендацией комиссара израильской антимонопольной службы в адрес инвестиционных компаний изъять инвестиции из участков «Тамар» и «Левиафан» с целью избежать нарушения законов о конкуренции. Если инвестиционные компании принудят выйти из игры, перспектива разработки «Левиафана» в ближайшие годы будет поставлена под угрозу, как, впрочем, и надёжность Израиля как поставщика газа.

Кипр на газовой карте

Несомненно, ещё одним важным игроком по региональному сотрудничеству в энергетическом секторе является Кипр. Недавнее заявление Noble, Delek и AvnerOil о коммерциализации газового месторождения «Афродита», сделанное партнёрами по разработке участка 12 ИЭЗ Кипра, представляет собой важную веху перехода Кипра от стадии разведки углеводородов к стадии эксплуатации, как для внутреннего потребления, так и для экспорта. Кроме того, основные нефтесервисные компании, такие как Halliburton и Schlumberger, уже базировали на Кипре свою деятельность в Восточно-Средиземноморском регионе.

Кипр, Египет и Греция – взаимовыгодное сотрудничество

Кипр подписал меморандум о взаимопонимании с Египтом касательно сотрудничества в газовой сфере, а именно о переработке и сбыте запасов с участка «Афродита» с использованием газовой инфраструктуры этой арабской страны через прямой подводный трубопровод. Кроме того, начало трёхстороннего сотрудничества между Кипром, Египтом и Грецией, ознаменованное подписанием Каирской декларации в ноябре 2014 года, ещё больше укрепляет морскую безопасность и сотрудничество в сфере энергетики и в настоящее время подкрепляется политическими и техническими встречами на высоком уровне. Роль Греции в партнёрстве важна из-за её стратегического местоположения на перекрёстке Европы, Азии и Африки. Греция может обеспечить энергетическое сотрудничество между Кипром, Египтом, а также Израилем, соединив газопроводы вдали от зон военного риска.

Кипрская проблема

Для монетизации газовых ресурсов Кипру также придётся столкнуться с основной проблемой, связанной с одним из нескольких рассматриваемых региональных вариантов экспорта. Это проект газопровода, который бы связал израильский «Левиафан» с турецким побережьем. Для кипрской стороны необходимым условием для такого экспортного сценария является разрешение политического конфликта на Кипре, так как трубопровод будет проходить в пределах ИЭЗ Кипра.

Энергетическая политика региона

Нет сомнений в том, что открытие месторождений природного газа на Кипре повлекло кардинальные перемены в энергетической политике региона, предоставив все виды рисков и возможностей для экономического восстановления острова. Именно в этом контексте необходимо сфокусировать политику и создать кипрский Фонд национального благосостояния, предпочтительно основанный на норвежской модели, для повторного использования полученной прибыли, а также основать региональную неправительственную организацию или совет, который бы включал энергетические компании, поставщиков услуг в сфере энергетической промышленности, энергетические ассоциации и других заинтересованных участников в регионе.

Будучи основанным, совет мог бы искать государственного участия от прибрежных стран Восточного Средиземноморья, объединять правительства и промышленность и стать координационным центром идей и планов, направленных на развитие энергетики в регионе.

Очевидно, что открытие газовых месторождений в Восточном Средиземноморье является «золотым» шансом для энергетической безопасности и сотрудничества, шансом, который нельзя упустить.

    1            Application of terms

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
