Андреас Вирас: «Ларнака будет жемчужиной Кипра»

С мэром Ларнаки мы поговорили о прошлом, настоящем и будущем города. Узнали о том, почему Ларнака отказалась от статуса энергетической столицы Кипра, расспросили о тендере на реконструкцию порта и планах по строительству новой набережной на месте нефтехранилищ, обсудили дату окончания всех строительных работ.

– Давайте начнем с порта Ларнаки. Почему вы решили отказаться от сотрудничества с энергетическими компаниями? Ведь статус «энергетической столицы» Кипра мог привлечь в Ларнаку инвестиции.

– Как известно, порт находится в центре города, рядом с жилыми домами, школами, ресторанами, магазинами, центральным пляжем, набережной Финикудес, историческим центром. Мы должны были учитывать все эти особенности. Ведь как правило порты находятся на окраинах или за пределами городов, и нет риска загрязнения пляжей, нет шума, в том числе и по ночам. Кроме того, в энергетической сфере используется большое количество химических и даже радиоактивных веществ, требующих особых условий хранения и соблюдения правил безопасности. Мы не хотели рисковать.

– Но ведь до недавнего времени именно в Ларнаке размещались практически все запасы топлива в стране, разве не так?

– Да. И хорошо, что все это удалось перенести в специально выделенную государством промышленную зону. Сейчас мы стараемся как можно быстрее привести огромную территорию бывшего нефтехранилища в порядок и сделать этот район пригодным для туристического и жилого строительства. Только представьте, у нас появились 6 км незастроенного побережья! При правильном городском планировании здесь много можно сделать, начиная с прекрасной набережной, пляжа, пешеходной и велосипедной дорожек вдоль моря.

– В завершении промышленной темы, не могли бы вы прокомментировать вопрос приватизации порта? Что вы планируете сделать в этом направлении?

– Сейчас завершается тендер на право использования территории гавани, участка между гаванью и портом и порта как такового. Пока отобраны три компании: из Израиля, Китая и ОАЭ. Правительство обещает, что максимум в феврале будет выбран победитель. Каждая из этих компаний предлагает инвестировать от 300 до 500 млн евро в расширение гавани, строительство отеля, кафе и ресторанов, а также частных и многоквартирных домов, офисных помещений. Предполагается и вложение средств в развитие порта с целью сделать его коммерческим и туристическим.

– Будете принимать круизные корабли?

– Да, как раз этого мы хотим для Ларнаки! Наша мечта – стать круизным центром Кипра!

– Как сделать Ларнаку еще более привлекательной для туристов? Планируется ли строительство новых гостиниц?

– Конечно! На сегодняшний день в Ларнаке находится лишь 10% от общего количества отелей на Кипре. В разгар сезона невозможно найти свободный номер. Мы хотим не только увеличить количество отелей, но и модернизировать уже существующую инфраструктуру. Сейчас строится пятизвездочный отель Radisson Blu, получены разрешения на возведение еще семи-восьми отелей – почти для всех уже заложили фундаменты. Еще несколько проектов – на стадии разработки.

– Кроме гостиниц, какие еще направления вы разрабатываете?

– Один из наших проектов – это традиционный муниципальный рынок, строительство которого обойдется в 6 млн евро. Он будет предназначен для продажи местной продукции, сувениров и всего того, что может быть интересно туристам. Мы также планируем реконструкцию площади рядом с историческим центром города, что обойдется в 4 млн евро. Следующий шаг – раскопки античного порта Ларнаки. Это одна из наиболее важных исторических достопримечательностей на Кипре. Сейчас археологи имеют доступ только к части порта: чтобы продолжить раскопки, нужно переместить теннисные корты. Мы уже привлекли финансирование на сумму 1 млн евро, необходимое для этого. Научные исследования будут проводиться совместно с французскими учеными под надзором кипрского Департамента древностей. Через несколько лет античный порт будет полностью открыт для посещения. Хочу отметить, что наша задача – показать гостям Кипра всю историю Ларнаки, от древнего города Китион до сегодняшнего дня.

– В XIX веке Ларнака была дипломатической столицей Кипра. Почему именно она?

– В то время Ларнака была главным портом Кипра, одним из самых известных и удобных в этом регионе – сюда прибывали и грузы, и пассажирские суда. Именно поэтому в Ларнаке находились дипмиссии разных стран. Российское консульство, кстати, было одним из первых. Мы договорились с Посольством России о строительстве памятника, который будет напоминать об этом. Созданный российским мастером, он будет расположен в центре города, на набережной.

– В Ларнаке всегда проходит множество культурных мероприятий. Будете продолжать?

– Безусловно! Летом у нас был большой Летний фестиваль, осенью – международный Средиземноморский фестиваль народных танцев, в котором приняли участие танцевальные коллективы из Израиля, Литвы, Эстонии, Греции, Румынии. Сейчас главным событием станет зимний фестиваль, в рамках которого пройдут театральные и музыкальные представления.

– На посту мэра вы уже год, осталось еще четыре. Чем вы хотели бы гордиться к тому времени?

– Хотелось бы в первую очередь успешно завершить два масштабных сложных проекта – реконструкцию порта и марины Ларнаки и расчистку территории нефтехранилищ. Это для меня самое главное. Уже 20 лет мы в Ларнаке об этом говорим, планируем, обсуждаем, но никак не закончим. Во-вторых, я хочу успеть закончить все другие городские инфраструктурные проекты – сейчас мы ведем работы общей стоимостью 20 млн евро. Хочу потом иметь возможность ходить по городу с высоко поднятой головой – как человек, который довел до конца все, что обещал, все то, что сделает наш город еще более уютным, чистым, красивым и привлекательным как для жителей, так и многочисленных гостей.

Андреас Вирас – один из самых молодых мэров страны, ему сейчас 39. Окончил Университет Кипра по специальности «Управление бизнесом» со специализацией в финансовой сфере, продолжил обучение в британском Саутгемптонском университете. В 2002 вернулся на Кипр, два года работал в Министерстве финансов, затем десять лет – в Кооперативном банке Фамагусты–Ларнаки, потом в дирекции Центрального Кооперативного банка.
Вирас много лет занимался общественной деятельностью, был казначеем Молодежного совета Ларнаки, членом и председателем Совета директоров Кипрской молодежной организации и т. д.
В декабре 2016 был избран мэром Ларнаки, а в феврале 2017 – председателем Союза муниципалитетов Кипра.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

    10         General

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
