О чем договорились Россия и Кипр?

Итоги заседания Российско-кипрской межправительственной комиссии по экономическому сотрудничеству.

Ранее «Вестник Кипра» сообщал о работе XI сессии Российско-Кипрской Межправительственной комиссии по экономическому сотрудничеству (МПК).

По итогам встречи стороны договорились о создании Межправительственной рабочей группы, главной задачей которой станет сближение стандартов регулирования финансового рынка. В их числе – разработка финансовых мер борьбы с отмыванием денег (ФАТФ) и разъяснение данных стандартов российским и кипрским компаниям. Рабочая группа выступит независимой площадкой по рассмотрению и разрешению спорных вопросов компаний. Участниками комиссии станут представители национальных банков и правительств обеих стран. Кроме того, в ходе заседания комиссии обсудили широкий спектр вопросов двустороннего экономического сотрудничества и основные направления взаимной кооперации в таких сферах как финансы, туризм, транспорт, энергетика, здравоохранение, инновации. Заместитель министра экономического развития России Илья Торосов отдельно отметил значительный потенциал в наращивании связей между малыми и средними компаниями, специализирующимися, в том числе, в сфере высоких технологий, сообщает сайт Минэкономразвития.

Краткие итоги по основным направлениям российско-кипрского торгово-экономического сотрудничества

ТУРИЗМ

Стороны договорились оказывать содействие взаимному участию российских и кипрских туристских организаций в международных туристских выставках и иных профильных мероприятиях, а также обмениваться рекламными материалами туристской тематики, содействовать взаимному продвижению национального турпродукта посредством СМИ.

ФИНАНСОВАЯ СФЕРА

Российский банк ПАО «ВТБ» заявил о заинтересованности в дальнейшем развитии сотрудничества с банками Кипра в незапрещенных санкциями ЕС областях торгового финансирования, расчетов и т.д., а также в расширении сотрудничества кипрских банков с дочерними банками ВТБ в Европе, которые исключены из списков санкций.

Запланирован к подписанию Меморандум о консультациях, сотрудничестве и обмене информацией в части надзора за управляющими альтернативными инвестиционными фондами между Комиссией по ценным бумагам и биржам Кипра (CySEC) и Банком России.

ПРОМЫШЛЕНОСТЬ

Достигнута договоренность об активном использовании кооперационного потенциала двух стран в таких областях, как судостроение, электроника и цифровые технологии в промышленности.

СВЯЗЬ, ИНФОРМАЦИОННЫЕ ТЕХНОЛОГИИ И МАССОВЫЕ КОММУНИКАЦИИ

Страны договорились ускорить подписание меморандума о взаимопонимании в отношении снижения тарифов на услуги международной электросвязи в роуминге между Российской Федерацией и Республикой Кипр.

Департамент электронных коммуникаций Республики Кипр намерен обновить и/или заменить и/или модернизировать существующую систему мониторинга за использованием радиочастотного спектра на национальном или региональном уровнях в октябре 2020 года при содействии российских компаний.

Московский технический университет связи и информатики (МТУСИ) выразил заинтересованность в установлении контактов с научными, образовательными организациями и отраслевыми компаниями Республики Кипр, позволяющих наладить приглашение граждан Республики Кипр для получения высшего образования и повышения квалификации в МТУСИ.

ТРАНСПОРТ

Стороны решили продолжить работу по развитию сотрудничества в области воздушного транспорта в рамках консультаций между авиационными властями Российской Федерации и Республики Кипр и в международных организациях, а также провести в ближайшее время заседание российско-кипрского Совместного морского комитета.

ЭНЕРГЕТИКА

Получил поддержку проект Университета ИТМО «Чистый Кипр» в части строительства пилотной фотовольтаической станции для генерации водорода на участке земли вблизи Лимассола при участии GDL Green Energy Group, Технологического университета Кипра и муниципалитета города.

Российская сторона выразила заинтересованность в развитии сотрудничества с кипрскими партнерами в сфере солнечной энергетики (поставка высокоэффективных гетероструктурных модулей российского производства для проектов в Республике Кипр, строительство сетевых солнечных электростанций, автономных гибридных (дизель-солнечных) энергоустановок, крышных и фасадных установок с использованием солнечных модулей), а также в участии в проектах солнечной генерации в качестве независимого производителя электроэнергии (IPP) в рамках объявленной Министерством энергетики, торговли и промышленности Республики Кипр Программы поддержки ВИЭ, предусматривающей ввод до 120 МВт новых солнечных парков.

ЗДРАВООХРАНЕНИЕ

Кипр поддержал программу по улучшению раннего выявления онкологических заболеваний путем автоматизации скрининга рака молочной железы на основании «Системы описания, рекомендаций и статистики маммографического скрининга» (СОРС-МС), разработанной АО «ЮСАР+» при поддержке Немецкого онкологического центра.

ИННОВАЦИИ

Подписаны Меморандум о взаимопонимании между Кипрским агентством по продвижению инвестиций и Фондом «Сколково», а также соглашения о сотрудничестве между стартап-компаниями двух стран.

Указанные в документах новые инициативы имеют важное значение для укрепления сотрудничества в сфере инноваций между соответствующими заинтересованными партнерами обеих стран.

ДЕЛОВАЯ СРЕДА

Достигнута договоренность между Общероссийской общественной организацией «Деловая Россия» и Кипрско-российской бизнес ассоциацией о совместной разработке дорожной карты сотрудничества по линии деловых кругов России и Кипра с целью увеличения торговых операций и взаимных инвестиций. Важным пунктом дорожной карты будет организация совместных мероприятий, проведение бизнес-миссий, включая презентации российских регионов на Кипре, а также организацию поездок представителей кипрского бизнеса в российские регионы.

Россия и Кипр согласовали План действий по перспективным отраслям российско-кипрского торгово-экономического сотрудничества, который будет регулярно уточняться и корректироваться. 

Несмотря на непростые отношения между Российской Федерацией и Европейским Союзом, принимая во внимание статистические данные за 2017-2018 годы, МПК с удовлетворением отметила увеличение торгового оборота между двумя государствами.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
