Совет врача — как закон

Кипрский врач — авторитетный человек. Что бы он ни сказал, подчиняются ему беспрекословно. Хорошо ли это или плохо. Предписание не обсуждается. Скажет пить антибиотики месяц, будут пить месяц. «Врач сказал…» — эти слова на Кипре произносятся с придыханием и подробный диагноз пересказывается по многу раз друзьям и соседям. А еще, с давних времен, врач — очень уважаемый человек. К нему прислушиваются не только во врачебном кабинете.
Наша история про врача Марию (мы не будем называть в статье ее фамилию), она врач общей практики в государственной больнице Ларнаки, выпускница российского вуза.
Мария приезжает в клинику рано, к 7.30: именно в это время начинается запись пациентов. Около 8.00 все готово к приему. Общий врач на Кипре работает 5 дней в неделю, по 7,5 часов и без перерыва на обед. Каждую неделю добавляется одна «вечерняя» смена: 12.00 —6.30. Отпуск у Марии составляет 20 дней, к тому же у нее есть право взять дополнительно 2,5 дня каждые полтора месяца. За пять лет работы здесь она привыкла к тому, что основной посетитель «бесплатного доктора» — это пожилые люди, реже — семьи со скромным достатком. В последнее время ситуация в корне изменилась: пациентов стало больше. Теперь это не только киприоты, в той или иной мере пострадавшие от экономического кризиса. Многочисленные иностранцы, работающие на Кипре и имеющие европейскую карту медстраховки (румыны, болгары, греки), теперь тоже обращаются к ней за помощью. Официально, согласно нормам, доктор должен принять за день 35 человек, а на деле — сколько есть, столько и принимают. Нормы выполняются только в Никосии и в Паралимни, в остальных же городах Кипра ситуация в этом вопросе сложная. У Марии в среднем за смену проходит около 50, но во вторую смену бывает до 85 человек.
Врач общей практики, «Общий доктор» — так на Кипре называют врача, к которому в первую очередь попадают больные. После первого осмотра он направляет их далее — к профильному специалисту. Наши соотечественники знают, кто такой участковый терапевт. Разница между ними лишь в том, что, будучи врачом общей практики, наша знакомая Мария не выезжает «на дом» во второй половине дня. Выездные приемы ведут ее коллеги: втроем, в специально оборудованных кабинетах по всему району, который находится в ведении данной клиники. Надо отметить, что по сравнению с прошлыми годами, четкой категории пациентов, которым полагается бесплатное обслуживание, сейчас нет. За этим приходится обращаться в заявлениями в соответствующие инстанции. В настоящее время пациент,имеющий европейскую карту медобслуживания платит за прием 3 евро + 50 центов за каждое лекарство, выписанное врачом. Квоты на направление к специалистам отсутствуют.
А как сами киприоты относятся к своему здоровью и есть ли разница по этому вопросу по сравнению с «нашим человеком»? Мария смеется: «Люди есть люди: такие же, как и мы. Пока петух не клюнет… но в целом мои пациенты заботятся о своем самочувствии.»
Работать с людьми всегда непросто, и Марии во время приема надо успеть не только осмотреть, но и просто по—человечески выслушать каждого. Радует, если при последующих визитах у больного намечается положительная динамика; огорчает, когда человеку, которому срочно бывает необходимо хирургическое вмешательство, приходится долго ждать своей очереди. «Раньше наши пациенты ожидали операцию 3—4 месяца, а теперь даже на УЗИ — своя очередь. Люди ждут по 7—8 месяцев,» — сетует собеседница и продолжает: «Удручает, что не только пресловутый кризис тому виной. Нередко это происходит из—за недостаточного количества операций, внесенных в ежегодный план».
Спрашиваю о друзьях и коллегах, и выясняется, что это одни и те же люди — на работе складываются крепкие дружеские отношения. Пообщаться и обменяться новостями на работе можно во время кофе—брейка с 10.00 до 10.30 или с 10.30 до 11.00.
Коллеги нашей Марии — давно сплоченный коллектив, в котором не только все праздники отмечаются вместе, но также в конце рабочего дня или на выходных есть хорошая традиция выбраться посидеть где—нибудь на природе или за чашечкой ароматного кофе, — «все как у людей» на Кипре. Надо сказать, что русских и русскоязычных врачей (равно как и других специалистов) на Кипре очень ценят, а так же их дипломы. В госклиниках, как и во всех учреждениях острова говорят и ведут прием обычно на двух языках: на греческом и английском, владение третим языком считается преимуществом. Единственное, что очень сложно устроиться «нашему» человеку здесь на госслужбу, и не только в сфере медицины. Самые сложные дни рабочей недели доктора: с понедельника по среду, — именно на них приходится основной наплыв пациентов. Четверг и пятница более «спокойные» и это стоит учитывать, если Вы запланировали посещение доктора.

* Государственное, равно как и частное, здравоохранение на Кипре отличает достаточно высокий уровень и доступность.
* Все кипрские врачи получают образование за рубежом, в основном в России, Великобритании или Германии, поэтому свободно владеют английским и/или русским, немецким языком.
* В экстренных случаях медицинское обслуживание и помощь иностранцам предоставляется бесплатно в отделениях экстренной помощи правительственных больниц (Accident and Emergency Department of Government Hospitals) или в государственных лечебных заведениях. В случае последующей госпитализации медицинские услуги бесплатны только для тех граждан ЕС, которые имеют карточку медицинского страхования EHIC.
* На Кипре отсутствует практика посещения участковыми врачами своих пациентов на дому. Два дня в неделю пациенты приходят в определенные пункты — «докторские» (йятрио) с врачебными кабинетами и дежурной медсестрой за стойкой регистратуры. Как говорится, место встречи изменить нельзя.
* В последнее время в лучшую сторону изменилось отношение местных жителей к спорту: если раньше занятия различными его видами и активный стиль жизни интересовали только молодежь, то теперь все больше взрослых людей и представителей старшего поколения можно увидеть на утренних и вечерних пеших прогулках или пробежках. Многие стали завсегдатаями тренажерных залов и спортивных клубов, сели на велосипеды.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    Website means https://vkcyprus.com/

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

    6.1        To the extent permitted by law, we and our licensors have no liability or responsibility to you or any other person for any Loss in connection with:

    8.1        You are not required to provide personal information to us, although in some cases if you choose not to do so then we will be unable to make certain sections of the Website available to you. For example, we may need to have your contact information in order to provide you with updates from our Website.

    8.2        The personal information you provide to us is collected and may be used for communicating with you, statistical analysis, the marketing by us of products

    and services to you, credit checks (if necessary), and research and development.

    10         General

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
