Радужные прогнозы для кипрской экономики

Европейская комиссия представила осенний экономический прогноз по Кипру. В нем импульс роста экономики острова характеризуется как умеренный.

Согласно Еврокомиссии, рост ВВП в 2019 году составит до 2,9%, в 2020 году — до 2,6%, в 2021 году — 2,3%. Безработица продолжит снижаться — с 7,2% в 2019 году до 6,3% в 2020 году и 5,7% в 2021 году. В свою очередь, государственный долг снизится с 93,8% в 2019 году до 87,8% в 2020 году и 81,8% в 2021 году. Инфляция составит 0,6% в 2019 году, 0,7% в 2020 году и 1,3% в 2021 году, а профицит государственного бюджета останется высоким — 3,7%, 2,6% и 2, 4% за три года соответственно.

Риски

Экономисты Европейской комиссии признают, что экономические риски в целом сокращаются, делая поправку на то, что «ключевую опасность для экономики представляет судебное дело, которое может привести к компенсации вычетов из зарплат сотрудников государственной службы». Также на экономике может сказаться введение ГЕСИ и, как следствие, сокращение доходов сектора частного медобслуживания.

В частности, Европейская комиссия прогнозирует, что «экономическая экспансия Кипра останется сильной, но будет постепенно снижаться, главным образом из-за внешних препятствий». ЕК также отмечает, что «внутренний спрос, по прогнозам, останется основным катализатором роста, поддерживаемого частным потреблением и улучшением рынка труда», но произойдет это, только если инфляция будет и дальше снижаться.

Рост ВВП и уровень безработицы

Комиссия заявляет, что «после достижения 4,1% в 2018 году реальный рост ВВП замедлился в первой половине этого года». Это было связано с внешней средой, в то время как внутренний спрос сохранился на должном уровне. Ожидается, что внешние препятствия сохранятся, что приведет к более умеренному росту в течение прогнозируемого горизонта, который «останется на уровне 2,9% в этом году, 2,6 % в 2020 году и 2,3% в 2021 году».

«Частное потребление будет оказывать сильную поддержку росту, поскольку реальный располагаемый доход — на подъеме. Уровень безработицы снизился в 2019 году, составив 6,8% в августе. Между тем, заработная плата в частном секторе выросла лишь умеренно. Это было связано с сохранением слабого рынка труда, несмотря на высокий уровень занятости в некоторых секторах, таких как строительство и туризм», — отмечают эксперты, добавляя, что «заработная плата в государственном секторе выросла гораздо заметнее, особенно в связи с увеличением фонда заработной платы для поставщиков медицинских услуг (с запуском ГЕСИ) и постепенным уходом от практики антикризисных вычетов. Все это может оказать существенную поддержку как частному, так и общественному потреблению», — уверены в Еврокомиссии.

Инвестиции

Кроме того, ЕС заявляет, что «инвестиции в 2019 году были значительными, особенно в строительство». Этот сектор получил большую выгоду от схемы предоставления гражданство через инвестиции. «Новые жесткие требования вызвали повышенный приток заявок, а значит, и инвестиций, в первой половине года, до вступления изменений в силу; следовательно, во второй половине года ожидается спад», — подчеркивается в докладе.

Чистый экспорт был «отрицательным в первой половине 2019 года, и, как ожидается, будет влиять на рост».

Туризм, «основная индустрия и главный экспортер услуг» для Кипра, столкнулся с падением доходов, вызванным несколькими факторами: во-первых, туристы из Великобритании — важнейшего туристического рынка Кипра — пострадали от обесценивания фунта стерлингов по сравнению с евро. Во-вторых, конкуренция со стороны более дешевых соседних направлений привела к сокращению числа российских туристов (второй по величине рынок). Наконец, сохраняющиеся проблемы с доступом по воздуху привели к сокращению числа прибывающих жителей Германии почти на одну пятую. Комиссия прогнозирует, что «некоторые из вышеперечисленных факторов сохранятся», следовательно, будут влиять на экономику, в то время как замедление мирового спроса в сочетании с банкротством туристической компании Thomas Cook может еще больше усугубить ситуацию.

Инфляция

Инфляция остается на низком уровне и, как ожидается, в среднем составит 0,6% в 2019 году и 0,7% в 2020 году и вырастет до 1,3% в 2021 году. «Инфляционное давление в основном связано с категориями услуг и простых продуктов питания. Энергетическая инфляция находится на этапе снижения после периода значительного роста. Базовая инфляция остается сдержанной, хотя и увеличивается, отражая общий умеренный рост заработной платы. Ожидается, что в течение прогнозируемого периода инфляция останется низкой из-за сохраняющейся слабости рынка труда и низкой цены на нефть, что должно привести к снижению цен на энергоносители», — отмечает Еврокомиссия.

Ожидается, что в общем сальдо государственного бюджета будет зафиксирован значительный профицит в размере около 3,7% ВВП в 2019 году после временного дефицита в 4,4% ВВП в 2018 году, который был обусловлен разовыми мерами поддержки, связанными с крахом Кооперативного банка.

«Бюджетные показатели Кипра, согласно прогнозам, останутся высокими на фоне все еще относительно сильного роста ВВП и улучшения рынка труда. После ожидаемого профицита в 3,7% ВВП в 2019 году ожидается, что профицит сектора государственного управления снизится до 2,6% в 2020 году и 2,4% в 2021 году», — поясняется в докладе.

Более того, прогнозируется, что государственные доходы сильно возрастут в 2019 году и в последующие два года благодаря сбору налогов и значительному увеличению взносов в систему социального обеспечения и введением ГЕСИ. Однако «рост доходов будет компенсирован более высокими темпами роста расходов в 2020 и 2021 годах». Это происходит главным образом из-за постепенного изменения сокращений заработной платы, осуществленных во время кризиса, и введения схемы Estia.

Госдолг

Наконец, после значительного увеличения государственного долга в 2018 году из-за разовой государственной поддержки банковского сектора прогнозируется, что отношение долга к ВВП сократится до 93,8% в 2019 году, до 87,8% в 2020 году и до 81,8% в 2021 году. Это снижение в основном связано с прогнозируемым профицитом первичного бюджета, значительным ростом ВВП и активным управлением долгом. Кипр досрочно погасил российский кредит в сентябре 2019 года и планирует досрочно погасить кредит перед МВФ в 2020 году.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
