Жители Кипра превращают озера и реки в свалки

По соцсетям разлетелись новые фотографии свалок, которые жители разводят на берегах кипрских озер и рек. «Вестник Кипра» уже писал про это раньше, но ситуация только ухудшилась. Так, озеро Паралимни и река Курис по-прежнему завалены мусором и превращаются в большие полигоны отходов.

Пока власти спорят, кто несет ответственность за очередную экологическую мини-катастрофу, активисты выкладывают в интернет фото старой мебели, матрасов, электроприборов, стройматериалов, спиленных деревьев, куч пластиковых отходов, короче говоря, обычной свалки, которая образовалась всего в нескольких метрах от озера Паралимни, которое, кстати, входит в программу Natura 2000. И это при том, что совсем недалеко от озера работает «зеленая точка».

Паралимни — одно из немногих естественных водно-болотных угодий Кипра, второе по величине после Соляного озера Ларнаки, здесь обитает эндемичный кипрский уж (Natrix natrix cypriaca), которого можно встретить только на острове.

Озеро и дорога, ведущая к нему, расположены на территории двух муниципалитетов, Паралимни и Сотиры, но ни один из них не готов взять на себя полную ответственность за происходящее. «Очистка озера и окружающей его территории входит в обязанности Департамента окружающей среды Министерства сельского хозяйства, так как это зона Natura 2000», — сказала СМИ Вивиан Трисокка, руководитель службы здравоохранения муниципалитета Паралимни. А пресс-секретарь Министерства сельского хозяйства, аграрного развития и окружающей среды Марианна Карайорги, наоборот, заявила, что вывоз мусора является муниципальной обязанностью, несмотря на то, что территория находится в зоне Natura 2000.

Она напомнила, что ведомство недавно издало указ о назначении 74 «антимусорных» инспекторов, которые должны бороться со свалками. Инспекторы приступят к выполнению своих обязанностей уже в декабре. По словам пресс-секретаря, указ был подписан после жалоб муниципалитетов на нехватку персонала и неспособность самостоятельно контролировать проблему незаконного выброса отходов. «Никто еще ни разу не был оштрафован за выброс мусора в неположенном месте. Люди, которые это делают, спокойно отправляются в отдаленные районы в полночь, чтобы выбросить мусор», — говорит Андреас Флурендзос, сотрудник службы здравоохранения муниципалитета Паралимни.

Хотя озеро находится на территории муниципалитета Паралимни, дорога, ведущая к нему, вдоль которой и сбрасывается большая часть отходов, приходится на муниципалитет Сотиры. Местные власти на вопрос журналистов о незаконном выбросе заявили, что не в курсе проблемы. Мэр Сотиры Йоргос Таккас сказал, что муниципалитету не хватает сотрудников, чтобы отслеживать это. При этом, по его словам, муниципалитет чистит эту дорогу один-два раза в год.

С точки зрения экологов проблема заключается не только в неприглядном и неопрятном виде. Химические вещества из выброшенных электроприборов могут нанести вред экосистеме озера. Вокруг озера произрастает ряд редких и эндемичных растений, в то же самое время это одно из самых важных мест размножения шпорцевых чибисов на острове.

Аналогичная ситуация сейчас развивается и в Эрими. Глава муниципалитета Паникос Хаджихамбис обвинил администрацию британских военных баз в том, что они не принимают надлежащих мер для очистки территории. По его словам, русло реки Курис стало неофициальной свалкой, а администрация военных баз не воспринимает проблему всерьез.

Вдоль берега скапливается старая мебель, предметы домашнего обихода и выброшенные промышленные товары. Поскольку часть русла реки проходит через юрисдикцию британских баз, резкая реакция жителей Эрими, Канду и Эпископи направлена против британской администрации. Хаджихамбис призвал власти сделать все возможное для борьбы со стихийной свалкой. Представитель британских баз Кристиан Грей, в свою очередь, заметил, что они «активно взаимодействуют с тремя селениями в вопросе мониторинга и возможной помощи». Кристиан Грей добавил, что «сельские советы сами несут ответственность за уборку мусора и должны регулярно следить за этим». В ответ мэр Эрими сказал, что местные власти не могут гарантировать соблюдение закона на этой территории.

Длина русла реки Курис составляет 38 км, она берет начало в горах Троодос и проходит через регион Лимассола. Селение Эрими расположено на восточной стороне реки, а Канду — на западной. Река проходит через британскую базу в Акротири, а затем впадает в море.

Тем временем комиссар по защите окружающей среды Иоанна Панайоту совместно с Ассоциацией владельцев супермаркетов и Бюро прессы и информации (PIO) инициировала кампанию по поощрению домашнего компостирования. Акция рассчитана на месяц, за это время информационные материалы о компостировании будут раздаваться в торговых точках. Компостирование противодействует эрозии почвы, подавляет патогенные микроорганизмы, помогает экономить воду, снижает выбросы углекислого газа в атмосферу и способствует циркулярной экономике. Все, что нужно для начала этого процесса у себя дома — это компостер, вилы для переворачивания компоста и, предпочтительно, диспенсер. Компостировать можно любые органические отходы, хотя некоторые воздерживаются от компостирования мяса, рыбы и молочных продуктов из-за их неприятного запаха. Весь процесс производства компоста занимает от трех месяцев до одного года. Другая экологическая кампания стартовала по инициативе Департамента окружающей среды, который призвал все предприятия общественного питания, предлагающие напитки в одноразовых пластиковых стаканчиках, сократить их использование в течение общеевропейской недели сокращения отходов, которая проходит с 16 по 24 ноября. В качестве альтернативы пластиковым стаканчикам предлагается поощрять использование многоразовых чашек, за что клиенты могут получить скидку. Другой вариант для бизнеса — предлагать напитки в стаканах многоразового использования, которые потом необходимо вернуть.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    3            Definitions

    In these Terms:

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
