Электромобили: «за» и «против»

Новости о том, что правительство намерено выплачивать субсидии на покупку электрических транспортных средств, оживили дебаты о цене электромобилей и о том, реально ли этот вид транспорта помогает окружающей среде, ведь вся электроэнергия на Кипре все равно производится с помощью горючего топлива.

О плюсах и минусах электромобилей рассуждает издание Cyprus Mail.

Напомним, в связи с постепенным отказом от привычных транспортных средств, работающих на горючем топливе, эксперты говорят о важности финансовой поддержки со стороны властей тех домохозяйств, которые решат перейти с автомобиля на бензине на автомобиль, работающий от электричества. Реализация данной схемы была запланирована еще на весну 2020 года, но сорвалась из-за пандемии. Обновленная программа будет представлена на утверждение Кабинету министров в начале декабря. Она призвана помочь в достижении поставленной перед Кипром задачи: сделать так, чтобы к 2030 году электромобили составляли четверть регистрируемых транспортных средств в стране.

36000 электротранспортных средств к 2030 году

По статистике, в 2020 году на Кипре было зарегистрировано 77 новых электромобилей. Цель состоит в том, чтобы в 2022 году их было уже около 1000, включая электромобили, электромотоциклы и электробайки, а к 2030 году их общее число должно достигнуть 36 000. Эта цель также включает замену всех мотоциклов, используемых в государственном секторе, на электрические к 2023 году. А в будущем Министерство транспорта планирует внедрить еще больше схем по субсидированию расходов на электрические виды транспорта: велосипеды, мотоциклы, автобусы, коммерческие транспортные средства, такси, электротранспорт для лиц с ограниченными возможностями и для многодетных семей.

Цены и сопутствующие расходы

Важное отличие схемы, которую представят правительству в декабре, от первоначального плана состоит в том, что дотации будут покрывать приобретение не только новых, но и подержанных электромобилей не старше трех лет. «После переговоров с импортерами выяснилось, что заводы просто не смогут производить и поставлять большое количество автомобилей в течение следующего года, что означало бы невыполнимость поставленных целей», ― рассказывает советник министра транспорта Христос Папамихаил. Субсидирование покупки подержанных автомобилей даст возможность участвовать в схеме людям с более низкими доходами. Новые электромобили для многих остаются недоступными из-за их стоимости, которая начинается от 26 000 евро. Самый дешевый из представленных на рынке вариантов, Fiat 500e, стоит минимум 26 500 евро, а Volkswagen ID.3, который также считается бюджетным решением, стоит от 34 500 евро. Уровень цен в среднем сегменте колеблется от 33 900 евро (Hyundai Kona) до 34 500 евро (Nissan Leaf). Электромобили Mercedes Benz стоят от 67 000 евро, Audi ― от 78 000 евро. Модели типа PHEV (подзаряжаемые гибридные электромобили) стоят от 28 000 до 50 200 евро. Цены варьируются в зависимости от размера, модели, емкости батареи и других функций.

Хотя сейчас электромобили стоят дороже, в долгосрочной перспективе они дают своим владельцам экономическую выгоду. В этом уверен Дикран Узунян, член Ассоциации импортеров автотранспортных средств. Он отмечает, что в настоящее время зарядка транспортного средства, которой хватает на 450 километров пути, обходится примерно в 15 евро, поскольку цены на электричество на Кипре высоки. Однако, даже с учетом стоимости электроэнергии, обычным автомобилям может потребоваться топлива на 25-30 евро, чтобы преодолеть то же расстояние. Кроме того, у электрического транспорта нет двигателя, требующего обслуживания и ремонта, что также снижает расходы для их владельцев. Говоря о стоимости электромобилей, Узунян поясняет, что производители начали выпуск с более крупных моделей, которые неизбежно дороже, потому что у них более крупные аккумуляторы. Когда они переключатся на менее вместительные машины, рыночная стоимость также упадет.

Однако Узунян не скрывает, что владельцы электромобилей сталкиваются с довольно крупными тратами, когда у их аккумулятора заканчивается срок службы. «Батареи очень вредны для окружающей среды и нуждаются в надлежащей переработке», ― отметил он, добавив, что аккумуляторы могут быть переработаны для повторного использования в транспортных средствах или для использования в других отраслях промышленности. Отвечая на вопросы о сроке службы батареи, он подчеркнул, что все производители предлагают хорошую гарантию от семи до десяти лет.

Дикран Узунян также считает, что гибридная технология остается очень хорошим вариантом, поскольку транспортные средства работают в электрическом режиме в течение значительного времени, то есть объем выхлопов неизбежно снижается. Однако он признал, что гибриды с подключаемыми модулями стоят дороже, потому как у них установлен и обычный двигатель, и аккумуляторы. Технология PHEV, которая стала следующим этапом в разработке гибридных машин, позволяет создавать транспортное средство с обычным двигателем и большими электрическими батареями, чем у гибридных автомобилей. Такие машины проезжают до 70-80 километров в электрическом режиме, а когда батарея разряжается, они переключаются в гибридный режим с низким уровнем выбросов.

Недостатки кипрской инфраструктуры

Как бы то ни было, инфраструктура для электромобилей на Кипре все еще недостаточно развита. В настоящее время в стране насчитывается всего 28 зарядных станций, установленных Электрической компанией Кипра (EAC). «У нас есть еще четыре станция в стадии реализации. Ожидается, что они скоро будут запущены», ― сообщает Димитрис Нафанаил из EAC. Еще 10 станций будут открыты в следующем году. Ранее министерство транспорта объявило, что планирует установить около 1000 зарядных станций к 2026 году. Они появятся в общественных местах, на частных предприятиях, у больниц и местных органов власти. 40 станций быстрой подзарядки будут открыты на автомагистралях и в общественных местах.

«Люди, задумывающиеся о покупке электрического транспорта, должны адекватно оценивать свои потребности», ― считает Узунян. Из-за неразвитой инфраструктуры активно использовать электромобиль не получится, поэтому тем, кто решит пересесть на новый тип транспорта, придется внести изменения в свои планы на путешествия, особенно если они привыкли совершать поездки в отдаленные районы страны. «Вам нужно будет планировать свое путешествие и иметь в виду, что длительность работы аккумулятора зависит от нескольких факторов: погодных условий, использования кондиционера в салоне, количества пассажиров», ― отмечает эксперт.

Но даже когда проблема с инфраструктурой будет решена, главный вопрос к электромобилям никуда не исчезнет. Действительно ли этот вид транспорта более экологичен для окружающей среды, если электроэнергия на Кипре продолжает производиться с помощью сжигания мазута? «Мы постепенно пытаемся изменить эту тенденцию», ― заверила представитель Министерства энергетики в интервью Cyprus Mail. Ведомство, по ее словам, работает над переходом к зеленой энергетике. В рамках этого будет осуществляться субсидирование установки фотоэлектрических систем в частных домах. Право на субсидию получат те, кто уже владеет электромобилем или готовится купить его в рамках схемы Министерства транспорта.

Что ждет жителей Кипра в будущем?

Дизельные и бензиновые автомобили, очевидно, скоро исчезнут. «Гибридные и электрические машины останутся с нами как минимум на 10-15 лет», ― считает Узунян. После этого, по его словам, на рынке начнут появляться водородные автомобили. Некоторые компании уже начали производить такой тип транспорта, хотя для их широкого использования на Кипре и в других странах снова потребуется мощная топливозаправочная инфраструктура.

    1            Application of terms

    3            Definitions

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
