Университету Кипра не дают ввести курсы на английском

В то время, как англоязычные образовательные программы открыты практически во всех университетах Европы, а также во всех частных высших учебных заведениях страны, главный государственный вуз – Университет Кипра – не может ввести аналогичные курсы для студентов, не владеющих греческим. Главными препятствиями остаются Всекипрские экзамены и слишком низкая плата за обучение.

В 2019 году Министерство образования подготовило законопроект, который должен был сделать возможным открытие англоязычных программ в Университете Кипра. Однако его обсуждение на заседании Парламентского комитета по вопросам образования и культуры в очередной раз зашло в тупик.

Защитить интересы студентов

Инициатива по внедрению в образовательный план Университета Кипра бакалаврских программ полностью на английском исходит от министра образования Продромоса Продрому и бывшего ректора вуза Константиноса Христофидиса. По иронии судьбы, 30 лет назад, когда Университет Кипра только начал работать, именно Продрому выступал против англоязычного обучения, утверждая, что оно лишит вуз греческой идентичности. Целью нововведения называют привлечение большего числа студентов из-за рубежа, а также, что даже более важно, тех абитуриентов, которые закончили английские школы на Кипре и не говорят на греческом языке. Эта целевая аудитория после брекcита и повышения цен для студентов из Евросоюза в британских вузах пережила крушение своих планов. Подростки, которые готовились отправиться учиться в Британию, вынуждены были искать другие варианты из-за элементарной нехватки средств на учебу у их семей. Дать им возможность получить высшее образование в государственном вузе на Кипре было бы полезным как для абитуриентов, так и для государственной системы высшего образования.

«Идея состоит в том, чтобы иметь пять или шесть программ на английском языке, начав примерно со 100 студентов. Если программы будут пользоваться успехом, их количество можно будет расширить», – рассказал Продрому.

Изучить лучшие европейские практики

Бывший ректор Университета Кипра Константинос Христофидис, участвовавший в разработке законопроекта, отметил, что «высшие учебные заведения, например, в Нидерландах, уже давно предлагают широкий спектр программ бакалавриата с преподаванием на английском языке и имеют низкую плату за обучение, что привлекло многих кипрских студентов, особенно после брексита». «У нас было две цели, когда мы предлагали ввести программы на английском языке, – сказал Христофидис. – Мы хотели привлечь людей, желавших учиться на английском, и увеличить число студентов по программе [обмена студентами] Erasmus. Если бы у нас были курсы английского языка, больше студентов смогли бы приехать по обмену». Идея с самого начала состояла в том, чтобы программы на английском языке были бы «на самообеспечении». Именно здесь, однако, и находится корень разногласий.

Разделив годовой бюджет Университета Кипра на количество студентов, можно вычислить средний уровень расходов вуза на одного студента – примерно 20 000 евро. Номинальная плата за обучение составляет около 3 000 евро в год. Для многих студентов ее покрывают государственные студенческие гранты – государство субсидирует кипрских студентов через прямой грант университету. Если бы вуз принимал иностранных студентов на англоязычные программы, то плата для них не превышала бы стандартную. Более того, гражданам стран Евросоюза государство так же, как и гражданам Кипра, выделяло бы гранты на обучение. То есть возникла бы ситуация, чрезвычайно выгодная для студентов: возможность получить образование в государственном вузе на английском языке по низкой цене, либо вовсе бесплатно. Однако против такого развития событий выступили коммерческие вузы.

Коммерческие вузы против государственных

Представители частных университетов, где практически все курсы и так преподаются на английском, совершенно справедливо отмечают, что такая выгодная ситуация для студентов стала бы для самих частных вузов проблематичной, потому что они не смогли бы выдержать возникшей конкуренции. Государственный университет использовал бы бюджетные деньги, чтобы получить преимущество перед учреждениями, которые работают в рыночных условиях без какой-либо государственной поддержки. «В принципе, мы не против того, чтобы государственные университеты предлагали учебные программы на английском языке, – говорит генеральный директор частного Университета Никосии Антонис Полемитис. Наше единственное замечание заключается в том, что плата за обучение в государственных университетах на англоязычных программах должна отражать рыночную стоимость обучения. Если этого не произойдет, кипрский налогоплательщик фактически будет субсидировать иностранных студентов». Полемитис предложил альтернативное решение: субсидировать из бюджета всех студентов-киприотов вне зависимости от того, в каком вузе они учатся, частном или государственном. Для справки, плата за обучение по программам бакалавриата в Университете Никосии для иностранных студентов составляет от 8000 до 20 000 евро в год. Полемитис считает, что это адекватные цены, учитывая, что их основными конкурентами выступают университеты в Европе и США, которые обычно берут значительно больше.

Всекипрские экзамены как основной критерий

Однако против того, чтобы взимать со студентов государственного университета рыночную плату, выступила партия АКЕЛ. Парламентарий Андреас Кафкалиас отметил, что «даже в самых что ни на есть неолиберальных мечтах дискуссия о стоимости государственного высшего образования не могла бы принять такой оборот». Кафкалиас сказал, что его партия выступает против той логики, «согласно которой государственные университеты должны работать как обычные предприятия и выживать в условиях рынка в соответствии с общими правилами продажи продукта, и что они якобы не могут иметь сравнительного преимущества перед конкурентами». Партия готовила в законопроект поправки, направленные на защиту права киприотов и граждан Евросоюза на бесплатное обучение в государственных университетах Кипра.

Вторым камнем преткновения стал вопрос о вступительных испытаниях. АКЕЛ настаивает: все без исключения студенты должны сдавать Всекипрские экзамены, по итогам которых они и будут зачислены в вуз. Университет Кипра, в свою очередь, предлагает принимать учащихся по итогам международных экзаменов типа A Level или IB. Прекращение монополии Всекипрских экзаменов, по мнению Кафкалиаса, «будет означать начало конца бесплатного государственного университетского образования и нанесет удар по госшколам». Той же позиции придерживается партия ДИКО, депутат от которой, Хрисанфос Саввидис, заявил, что критерии приема связаны с защитой государственных школ. «Мы предлагаем, чтобы абитуриенты, поступающие на англоязычные программы, сдавали бы Всекипрские экзамены», – сказал он.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    Website means https://vkcyprus.com/

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

     

    6            Disclaimers

    6.1        To the extent permitted by law, we and our licensors have no liability or responsibility to you or any other person for any Loss in connection with:

    a the Website being unavailable (in whole or in part) or performing slowly;

    b any error in, or omission from, any information made available through the Website;

    c any exposure to viruses or other forms of interference which may damage your computer system or expose you to fraud when you access or use the Website. To avoid doubt, you are responsible for ensuring the process by which you access and use the Website protects you from this; and

    9.2        On suspension or termination, you must immediately cease using the Website and must not attempt to gain further access.

     

    10         General

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
