Кипр: из османского подчинения – в британское

Сэр Гамильтон Гульд-Адамс служил верховным комиссаром Кипра с 12 октября 1911 года по 8 января 1915 года. Он сменил на этом посту полюбившегося киприотам сэра Чарльза Кинг-Хармана. Правление нового комиссара сложно было назвать безоблачным.

Гульд-Адамс был ирландцем по происхождению. Он родился в городе Джеймсбрук графства Корк в Ирландии. По профессии – военный. Дослужился до звания полковника. До назначения на Кипр занимал должности комиссара-резидента Бечуаналенда (совр. Ботсвана) и помощника губернатора колонии Оранжевой реки в Южной Африке.

Самым важным событием в истории страны произошедшим за три года, в течение которых сэр Гамильтон управлял Кипром, стало официальное присоединение Кипра к владениям Великобритании. Акт об этом был официально объявлен 5 ноября 1914 года. Такое решение спровоцировано тем фактом, что Османская империя в 1914 году выступила на стороне Германии против Антанты. Британское правительство, воспользовавшись случаем, объявило соглашение 1878 года недействительным. Однако Кипр был объявлен колонией короны только 11 лет спустя, в 1925 году. В день присоединения Кипра к британским владениям (5 ноября 1914 года) Гульд-Адамс издал указ, регулировавший вопросы гражданства киприотов. Если прежде они считались подданными Османской империи и получали османские паспорта, то с 1914 года жители острова стали подданными Его Величества. Впоследствии это очень сильно сказалось на маршрутах миграции жителей острова, ехавших в Британию на учебу или на заработки. Перемены были восприняты жителями острова со смешанными чувствами. В письме Верховному комиссару архиепископ Кирилл II заявил, что греки-киприоты рассматривают это политическое изменение статуса острова как шаг к окончательному освобождению от турецкого суверенитета и как временную остановку на пути к союзу Кипра с Грецией.

Противоборство с греками-киприотами

Сэр Гамильтон, как верховный комиссар, был также председателем Законодательного совета. В этот орган входили девять избранных депутатов из греко-кипрской общины, три турка-киприота и шесть человек, назначенных самим Верховным комиссаром. Такой расклад помогал Верховному комиссару создавать коалицию с турками-киприотами и назначенными им лицами. Это было важно для того, чтобы блокировать неугодные инициативы греков-киприотов.

Греки-киприоты прекрасно это понимали и пытались изменить ситуацию. В январе 1912 года они все одновременно подали в отставку из-за отказа Верховного комиссара удовлетворить их требования о существенных изменениях в работе Законодательного совета. Самое важное изменение, которого они требовали, заключалось в том, чтобы лишить голоса шестерых назначенных комиссаром членов совета, которые обычно были англичанами или лояльными киприотами. Другое ключевое требование касалось отмены выплат, которые Кипр все еще платил Турции и которые в полном объеме перечислялись Англии в счет погашения турецкого долга на Крымскую войну. Верховный комиссар отклонил все без исключения требования греков-киприотов и предельно ясно заявил, что Великобритания не может согласиться на радикальное изменение ситуации (имелся в виду союз Кипра с Грецией). Последовавшая за этим отставка членов совета сопровождалась протестами и демонстрациями. Делегация, состоявшая из Николаоса Ланитиса и Ф. Феодоту, отправилась в Лондон, где потребовала замены Верховного комиссара.

Кипр в Балканской войне

Но несколько месяцев спустя, в октябре 1912 года, разразилась Первая Балканская война – Греция воевала против Турции. Поэтому греко-кипрские депутаты вернулись в Законодательный совет, к удовлетворению сэра Гамильтона. Участие добровольцев-киприотов в этой войне обрело массовый характер и вызвало в обществе большой энтузиазм, несмотря на то, что формально это был акт государственной измены – на Кипре тогда все еще действовало османское законодательство. Оно предусматривало смертную казнь за военные действия против Стамбула. Официально британское правительство запретило участие греков-киприотов в войне, но на практике не пыталось никак его предотвратить. То же самое произошло и со Второй Балканской войной, объявленной в июне 1913 года.

Военные действия на Балканах оказали, конечно, большое влияние на Кипр. Во многих частях острова начались конфликты между греками- и турками-киприотами, в результате которых несколько человек погибли или получили ранения.

Как две Софии предотвратили сражение

Примечательным событием стало прибытие на Кипр трех греческих офицеров для покупки мулов под нужды греческой армии. Эти три офицера, которые были с энтузиазмом приняты греками Кипра, выступили с патриотическими речами. Среди прочего речь шла о наступлении греческой армии на Константинополь и возвращении собора святой Софии. Турки Никосии, перепутав стамбульский собор святой Софии с одноименной церковью Никосии, расположенной в турецком квартале, подумали, что греческие офицеры возглавят борьбу греков Кипра за захват этого храма, и начали массово вооружаться, чтобы противостоять нападению, которое так и не состоялось.

Развитие сельского хозяйства и борьба с малярией

Сэр Гамильтон Гульд-Адамс интересовался кипрскими древностями и спортом. В бюджете 1913-1914 годов он выделил на археологические исследования довольно высокие ассигнования – 450 фунтов стерлингов. Кроме того, верховный комиссар посещал все спортивные соревнования Английской школы Никосии. Он интересовался сельским хозяйством и вопросами образования. Основал на Кипре Сельскохозяйственную школу и пригласил из Англии на остров экспертов по вопросам образования и сельского хозяйства. В том числе – знаменитого доктора Роланда Росса. Именно по инициативе Гульда-Адамса началась борьба с малярией, которая была настоящим бичом для жителей Кипра ранее.

С Кипра Гульд-Адамс был переведен относительно быстро – примерно после трех лет службы. Он получил назначение в Квинсленд, в Австралию. Там он и скончался 12 апреля 1920 года в возрасте 62 лет.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10         General

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
