Собаки в праве

26 августа отмечается добрый праздник – День благодарности собаке. Дата появилась в 2004 году в США по инициативе эксперта по образу жизни домашних животных Колин Пейдж. Со временем социальная дата преодолела границы и приобрела международный характер. Для Кипра её можно считать особенной не только потому, что тема содержания, ухода за этими животными все чаще поднимается на уровне государства. Собаки на острове играют большую роль в жизни людей и выполняют много важной и полезной работы.

Почему не работает закон

Буквально на днях вопрос законодательного регулирования, касающегося содержания собак, прозвучал с новой силой. Лидер «Партии зеленых» и депутат кипрского парламента Хараламбос Феопемпту выразил обеспокоенность по поводу того, что жители Кипра, в большинстве своем, не знают о правилах обращения с домашними животными. Документ принят ещё в марте 2021 года. Но, по словам депутата, из-за слабой информационной кампании по этому вопросу, законодательные нормы неизвестны жителям, а потому практически не соблюдаются.

А в начале августа 2022 года Кабинет министров утвердил правила, подготовленные Ветеринарной службой и представленные министром сельского хозяйства, аграрного развития и окружающей среды Костасом Кадисом. Правила устанавливают минимальные требования к условиям содержания собак в частных помещениях.

Официальное название документа – «Правила защиты и благополучия животных (содержание собак в частных некоммерческих целях) 2022 года». Они устанавливают минимальные требования, которые должны соблюдать хозяева животных для того, чтобы обеспечить им достойные условия жизни.

Зверская жестокость людей

Случаи жестокого обращения с собаками со стороны людей фиксируются регулярно. И, что печально, таких эпизодов не становится меньше. В частности, не так давно ВК писал об инциденте, когда на соседского пса напал 49-летний мужчина. В результате животное, девятилетний английский пойнтер, получило травму головы. Собаку отвезли к частному ветеринару, у нее на голове обнаружили шесть ссадин. Один из подобных инцидентов произошел в середине марта 2022 года. 32-летний житель одной из деревень в регионе Ларнаки застрелил собаку своего соседа. Заявление в полицию направил владелец животного. Он, находясь в хлеву на своем поле, услышал звук выстрела и сразу после него вой собаки. Выйдя на улицу, владелец пса увидел 32-летнего мужчину, который заходил в свой дом, расположенный по соседству, с ружьем в руках. Раненая собака смогла дойти до хлева, где вскоре умерла. Злоумышленник был оперативно задержан и доставлен в полицию, в его доме при обыске обнаружили несколько охотничьих ружей и патроны.

«Партия зеленых» тогда заявила, что те, кто проявляет жестокое обращение с животными или убивают братьев наших меньших, опасны для общества. «Те, кто способен на такие злодеяния по отношению к животным, могут причинить зло и людям», – сказано в заявлении. Зоозащитники призвали власти ужесточить законодательство в данной сфере.

Самим есть нечего

Другая большая проблема – безответственное отношение людей к питомцам. Из-за этого появляется много брошенных собак. Эксперты фиксируют: в последнее время проблема серьезно усугубляется. А сейчас она проявила себя с особенной остротой. Беспрецедентная инфляция, рост стоимости жизни приводят к тому, что все больше домохозяйств отказываются от своих питомцев, которых они уже не могут содержать, и сдают их в приют.

С Кипра и на Кипр

Прежде распространенной практикой были случаи, когда бездомных собак с Кипра забирали новые хозяева и увозили в другие страны. За последние семь лет таким образом с острова «эмигрировали» порядка 30 000 животных. Но в последнее время такие «переезды» четвероногих друзей становятся все более редкими и проблематичными.

Но имеет место и обратный процесс – когда собак привозят на Кипр для выполнения спецзадания. Например, бордер-колли Дикси и Софи прибыли на Кипр из Греции. У них важная миссия – они ищут отравленные приманки. Оба пса работают под началом кураторов из Департамента охотничьего хозяйства и фауны. Деятельность ведется в рамках спонсируемой ЕС инициативы по защите кипрской популяции белоголовых сипов, находящихся под угрозой исчезновения. В сообщении на своей странице в Фейсбуке охотничье ведомство сообщило: две собаки, которые прошли дрессировку в Греции в течение 15 месяцев прежде чем приступить к своим обязанностям на Кипре, нашли большое количество отравленных приманок в Каваллопетре недалеко от селения Луварас и в месте Ватин-Аркаджин в Скарину. «В обоих местах были проведены тщательные проверки. Найдено и удалено большое количество ядовитых приманок», – сообщили в ведомстве.

На службе у человека

Собаки-ассистенты – это не только те четвероногие друзья, которые служат поводырями для людей, имеющих проблемы со зрением. Животные, прошедшие специальную дрессировку, могут сообщать о приближении приступа эпилепсии, гипогликемического или гипергликемического криза. Кроме того, помощь четвероногого друга делает значительно проще жизнь людям, страдающим от паралича конечностей, потери слуха или депрессии.

На Кипре действует всего одна школа по подготовке собак-ассистентов – Assistance Dogs Cyprus, основанная Марией-Христиной Паталой.

Помочь нуждающимся

Чтобы хоть как-то решить проблему бездомных собак, на Кипре регулярно проводятся «собачьи парады». Один из них прошел минувшей весной в Пафосе. Четыре приюта – PAWS, Stray Haven, AIRS Sanctuary и Alex’s Farm for Strays – привозили на выставку своих подопечных: пожилых собак и тех псов, что давно живут в пристанище. Четвероногим «моделям» повесили на шею табличку «Заберите меня домой» и провели парадом по выставке. А затем у посетителей была возможность поиграть с собаками. Организаторы верят: такой способ – хорошая возможность пристроить животных в добрые руки. Мероприятие Caring Canines проходит дважды в год. Выставка традиционно собирает сотни людей – участников и зрителей.

«Мы все должны быть добрее к животным. Это, прежде всего, про нашу человечность. Ведь есть же выражение: внутренний мир человека можно увидеть по тому, как он обращается с более слабыми. А закон, да, должен соблюдаться. Особенно в части ответственности хозяев за взятое в дом животное», – отметила волонтер приюта Paws Эвита Хараламбус.

    1            Application of terms

    In these Terms:

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
