Соломос Солому: «Граждане должны сотрудничать с полицией»

Русскоговорящие жители Кипра должны уделять безопасности своих домов больше внимания, уверен начальник полиции муниципалитета Лимассол Соломос Солому. Эту должность он занимает всего несколько месяцев, до этого работал в Паралимни. Там, кстати, и живет. Однако именно он организовал полное обеспечение безопасности во время проведения XI Кипрско­-российского фестиваля. И именно он стремится упорядочить работу городской полиции таким образом, чтобы стражи порядка успешно сотрудничали с горожанами.

– Скажите, пожалуйста, как обстоит ситуация с квартирными кражами и ограблениями в Лимассоле на сегодняшний день?
– Несомненно, ситуация вызывает некоторые опасения. Россияне, живущие на Кипре, не обеспечивают защиту своих жилищ от злоумышленников должным образом. Бывает, у них есть сигнализация, есть камеры. Однако, когда мы их проверяем, выясняется, что ничего не работает. Второе, на что хотелось бы обратить внимание, – это дома, из которых крадут деньги и ценности на сумму 50 000 – 100 000 евро. Почему бы их хозяевам не потратить одну-две тысячи евро на установку рабочей сигнализации или камеры видеонаблюдения? Воры любят забираться в большие дома, в которых наверняка есть золото, дорогие часы и крупные суммы денег.

– Если система установлена, сколько времени понадобится полиции, чтобы в случае поступления сигнала прибыть на место?
– Как только нарушитель слышит, что сигнализация сработала, он сразу же спешит скрыться. Или, если видит, что в доме установлены камеры, то вряд ли туда полезет. Полиция приедет, если кто-то сообщит об этом. Или если система сигнализации имеет сообщение с какой-либо частной охранной службой. В таком случае владелец жилища сразу же получает на телефон сообщение о проникновении посторонних, звонит в полицию, и мы приезжаем. Скорость прибытия зависит от месторасположения дома. Если он, например, в Гермассойе, то можем прибыть через три минуты. Если дальше, то, соответственно, позже.

– Что бы вы хотели порекомендовать русскоговорящим жителям Кипра?
– Прежде всего, принять все необходимые меры для защиты жилища. Хотелось бы организовать для них встречу с нашими полицейскими, познакомить их со своими участковыми, а также пригласить из Никосии специалиста, который бы рассказал о том, какие меры необходимо принять для обеспечения безопасности жилья. Языковой барьер может быть преодолен с помощью переводчика. У нас также есть полицейские, которые говорят по-русски. Можно обсудить и другие темы, предоставить статистические данные. Мы планируем организовать такую встречу осенью.

– Какие меры безопасности стоит предпринять, чтобы обезопасить жилище?
– Очень часто балконные двери остаются незащищенными. Если вор проник внутрь через балкон, то другие замки уже никакого значения не имеют. Поэтому этим дверям стоит уделять не меньшее значение, установить либо камеру – пусть даже ненастоящую, либо сигнализацию. Либо просто надежный замок.

– Что делать женщине, которая остается ночью одна дома с детьми и вдруг слышит подозрительный шум?
– Нужно немедленно позвонить в полицию. В Лимассоле есть круглосуточный телефон горячей линии для населения 1480. Дежурный свяжется с патрулем, который находится ближе всего к месту происшествия, и направит его на помощь. Однако, как правило, если злоумышленник замечает, что дома кто-то есть, он сразу же покидает это место. Если же хозяин по возвращении домой обнаруживает непрошеного гостя, то последний, опять же, постарается уйти, не причиняя владельцу жилья телесных повреждений.

– Лет 10-15 назад ситуация на Кипре была совершенно иной, преступность была минимальная, люди могли спать с открытыми дверями. Почему все кардинально изменилось? Что случилось?
– Мы вступили в ЕС, внутри которого предусмотрено свободное передвижение европейских граждан. Поэтому среди преступников много румын, болгар, которые не брезгуют залезть в чужое жилище. Из третьих стран есть граждане Грузии. Приезжают и с оккупированных территорий. Не могу исключить и киприотов.

– Министр юстиции Ионас Николау одобрил возможность создания дополнительных рабочих мест для 250 пожарных и полицейских. Насколько это, на ваш взгляд, улучшит работу органов? Сколько сотрудников полиции должно хватить для обеспечения абсолютно бесперебойной работы?
– В связи с кризисом в полиции и в пожарных службах Кипра образовалась нехватка 650 человек. Это примерно 10% от общего числа служащих. Новые 250 человек восполнят лишь треть от прежнего количества. Конечно, для лучшей работы хотелось бы иметь как можно больший штат. На мой взгляд, полиции Лимассола требуется еще как минимум сто человек.

– С какими вопросами чаще всего обращаются иностранцы в полицию?
– От туристов заявок поступает минимальное количество, потому что в отелях предусмотрена своя система безопасности, есть охрана. А вот люди, постоянно проживающие на Кипре, обращаются по поводу краж, ограблений. Других проблем не вижу. Разве что протоколы о нарушениях правил дорожного движения. Кстати, их число за последние три месяца удвоилось. Каждые три дня мы получаем около 500 протоколов. За прошедшие выходные, к примеру, их было 379. Как правило, основные нарушения – это превышение скорости, отсутствие шлема, парковка на противоположной стороне дороги, разговор по телефону во время вождения, отсутствие лицензии или страховки. Плюс, несовершеннолетние водители. Например, недавно мы задержали одного 14-летнего подростка, который находился за рулем отцовской машины (папа сидел рядом). Еще одна задержанная – 15-летняя девушка, которая в одиночку управляла автомобилем в три часа ночи.

– Что могут сделать обычные люди, чтобы помочь полиции в поддержании порядка в городе?
– Если видите, что кто-либо нарушает ПДД, например, проезжает на красный свет светофора, можете записать номера его машины и сообщить в полицию. Мы найдем этого человека, проведем с ним разъяснительную беседу. Чаще всего этого оказывается достаточно. Во второй раз он уже подумает: а стоит ли так делать? Это называется система профилактики.

– Многие видят, но молчат, потому что боятся, что им потом отомстят…
– Звонок о правонарушении может быть анонимным. Мы же не будем штрафовать нарушителя. Просто предупредим его о том, чтобы так больше не поступал. Другое дело, когда речь идет о кражах. Недавно нам позвонил один человек, который увидел, как вор проник в церковь и вынес оттуда деньги. Он не стал мешать злоумышленнику, а просто записал номера машины, на которой тот уехал. Мы нашли вора и привлекли его к ответственности. Так что, бояться незачем.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    Website means https://vkcyprus.com/

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    and services to you, credit checks (if necessary), and research and development.

    10         General

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
