Кто виноват в большом количестве беженцев?

С 2002 по 2020 год на Кипр разными способами прибыли 87 589 беженцев, из них только 13 573 человека получили статус международной защиты. При этом сегодня 19 660 человек ожидают решения по своему делу. Эти данные публикует Управление Верховного комиссариата ООН по вопросам беженцев (УВКБ ООН) на Кипре по случаю 10 лет с начала миграционного и гуманитарного кризиса в Сирии. Из всех беженцев на Кипре выходцы из Сирии составили 18 623 человека или 21%.

Стоит отметить, что из общего количества в 87 589 заявок, поданных за 19 лет, 52 178 (то есть 59,5%) были отклонены и только 13 558 заявителей (15,4%) получили официальный статус: либо статус беженца (1 855 человек или 2,11% от общего числа заявителей), либо статус дополнительной международной защиты (11 703 человека или 13,3% от общего числа). Это указывает на то, что миграционный кризис создан на Кипре не столько наплывом беженцев, сколько медленными темпами работы государственных служб, которые не могут оперативно отсеивать заявки, не соответствующие критериям.

Наибольшее число заявок от беженцев поступило в 2019 году, когда их число достигло 12 724 (14,5% от общего числа за 19 лет). Для сравнения, в 2004 году было подано 9 872 заявки (11,2%), в 2005 – 7 746 прошений (8,8%), в 2018 – 7 713 (8,8%), а в 2020 – 7 036 (8%). Больше всего отказов по заявкам было в 2008 году (6 440), 2011 (5 572) и 2009 (5 334).

К 2020 году в службе по предоставлению убежища скопилось 19 660 заявок на рассмотрении. Что интересно, к началу 2018 года число заявлений на рассмотрении составляло 5 263, но к концу того же года их было уже в два раза больше – 10 307. Аналогичная ситуация наблюдалась в период с 2004 по 2007 года. За 19 лет, с 2002 по 2020 года, большинство беженцев на Кипре были выходцами из пяти стран и территорий: Сирии, Палестины, Ирака, Ирана и Сомали.

Что касается беженцев из Сирии, то с 2002 по 2020 год от них поступило 18 623 заявки на статус беженца, из которых 4 682 (25,1%) были отклонены, а 8 722 (46,8%) удовлетворены. 4 369 (23,4%) прошений от выходцев из Сирии находятся на рассмотрении.

Менеджер по коммуникациям УВКБ ООН на Кипре Эмилия Строволиду, комментируя эти данные, указала, что «необходим цельный подход в рассмотрении заявок на статус беженца, чтобы оно было оперативным и справедливым. Необходимо отделять обоснованные и необоснованные заявления, давать приоритет уязвимым группам, таким как дети без сопровождения или уязвимые женщины. Так те люди, кому действительно требуется международная защита, будут выявлены максимально быстро, начнется их интеграция, они смогут встать на ноги и выучить язык, стать равноценными членами общества», – сказала Строволиду, добавив, что длительное ожидание способствует развитию чувства опасности и делает более интенсивным травматичный опыт, который беженцы пережили в своих странах и во время своего бегства на Кипр.

Истории беженцев

Несколько историй беженцев из Сирии публикует издание Philenews.

Одна из героинь публикации – Рема Бештави, палестинка 29 лет из Сирии. До начала войны она, будучи выпускницей факультета английской филологии, работала в детском саду и преподавала английский в Латакии. Сейчас уже два года, как она живет на Кипре со своим сыном и родителями. «В Сирии мы жили в условиях безопасности и стабильности. Мои родители владели рестораном. У нас была хорошая жизнь, но с началом войны все изменилось. Похищения, кражи, убийства стали частью повседневности. Инфляция и перебои с водой и электричеством делали нашу жизнь еще сложнее», – рассказала она.

Вторая героиня публикации кипрского СМИ – Наджа Базара из сирийского города Алеппо. С 2013 года она с мужем и детьми живет в Тале недалеко от Пафоса. «Департамент труда предлагает нам достаточное количество рабочих мест, но работодатели не берут меня, если я не сниму свою чадру», – рассказывает она.

Еще одна женщина из Сирии, о которой написало издание – мать четверых детей Кутар Сулеман из Алеппо, она оказалась на Кипре в 2015 году. В Хлораке, где она поселилась с мужем и детьми, к тому времени уже сформировалась относительно большая арабская община, поэтому Кутар решила открыть в деревне магазин традиционной исламской одежды. Ее магазин стал вторым на Кипре, который специализируется на хиджабах, чадрах и никабах.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    3            Definitions

    In these Terms:

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10         General

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
