Возможна ли интеграция беженцев?

На прошедшей неделе правительство объявило о новых жестких мерах борьбы с нелегальной миграцией. И если с потоком новых пытаются справиться, то что делать с теми, кто уже живет на Кипре?

Сегодня 3,8% населения острова — это люди, ищущие убежища, число прибывших на остров мигрантов и беженцев достигло 34 000. С цифрами сложно спорить, как сложно спорить и с тем фактом, что беженцы, живущие на Кипре, остаются практически не интегрированы в общество.

«Многие из мигрантов, никогда не посещавшие школу и выросшие в условиях постоянного насилия, несут в себе свой собственный травматический опыт, а все, что государство дает им — это купоны на еду и 100 евро на аренду. Сперва от них отмахиваются, говоря, чтобы они сами справлялись с трудностями, а потом в один прекрасный день мы понимаем, что из-за этого у всех могут возникнуть проблемы», — говорит руководитель неправительственной организации по поддержке мигрантов KISA Дорос Поликарпу.

На данный момент человек, подавший заявку на предоставление статуса беженца, получает 361 евро в месяц, это талоны на питание, одежду и обувь общим номиналом 186 евро, пособия в 75 евро на электричество и воду и чек на арендную плату в размере 100 евро, который отправляют непосредственно арендодателю на основании подписанного договора аренды. Через месяц после подачи заявления кандидатам на статус беженца можно начинать искать работу в секторах сельского хозяйства, утилизации отходов, уборки или доставки продуктов питания. «Эти люди реально пытаются выжить», — говорит исполнительный директор неправительственной организации Caritas Cyprus Элизабет Кассини.

Хотя число мигрантов, прибывающих на остров, начало увеличиваться еще в 2017 году, Кипр оказался не готов к этому. Эта неготовность касалась как количества мест в центрах приема беженцев, так и управления всей ситуацией в целом.

В последнем информационном бюллетене Управления Верховного комиссара ООН по делам беженцев (УВКБ ООН) от 1 апреля говорится, что с 2002 года на Кипре получили международную защиту 12 410 человек или 1,46% от всего населения. Еще 19 960 заявок (или 2,35% от населения) находятся на рассмотрении. То есть нынешние «3,8% населения», о которых постоянно напоминают власти — это отчасти «заслуга» государственных служб, которые просто не в состоянии оперативно работать с заявками, отказывая тем, кто не имеет права на статус беженца, и «разгружая» сектор.

Полиция Кипра тем временем рапортует, что в некоторых районах большая численность беженцев или мигрантов и отсутствие интеграционных мер спровоцировало рост преступности. Об этом рассказал официальный представитель правоохранительных органов Христос Андреу. В качестве примера он привел Хлораку, где группа сирийцев из 20 человек начала терроризировать местных жителей и других беженцев, проживающих в деревне. Полиция усилила свое присутствие в этом районе, а сами местные организовали группы дежурных, чтобы не допустить ситуаций физического или морального насилия. По словам Андреу, полиция также установили прямые каналы связи с беженцами и мигрантами. «Мы информируем их о законах Кипра, так как эти группы могут не считать определенные действия преступлением», — говорит Андреу. В настоящее время полиция готовит листовки с изложением некоторых из этих вопросов на арабском языке, а в будущем, возможно, и на других языках. С тех пор, как полиция начала активно принимать меры, проблемы уменьшились, сказал Андреу. Он вспомнил о примере исторического центра Никосии. После того, как полиция усилила свое присутствие и установила связь с беженцами, преступность в этом районе снизилась.

«Ключом к тому, чтобы избежать маргинализации и геттоизации, является интеграция, — говорит сотрудник УВКБ ООН по общественной информации Эмилия Строволиду. — Если беженцам дать возможность выучить язык, получить доступ к профессиональной подготовке и рынку труда, почувствовать, что они принадлежат к новому сообществу, то интеграция может быть успешной. И это будет беспроигрышная ситуация как для беженцев, так и для местного общества». «Действительно, именно тогда, когда они чувствуют себя маргинальными элементами, они и представляют наибольший риск», — подтверждает Дорос Поликарпу.

Национальная стратегия интеграции мигрантов находится в стадии разработки с тех пор, как истек срок предыдущей в 2012 году. В настоящее время местные власти прибегают к европейским программам, по которым, совместно с Министерством внутренних дел, финансируют схемы, направленные на то, чтобы позволить мигрантам интегрироваться в общество. Хотя они важны и полезны, Поликарпу называет их каплей в море. Проблема заключается в том, что они не имеют непрерывного срока действия и реализуются в течение ограниченного периода времени. Они не предлагают более всеобъемлющий подход.

Кирьякос Пьеридис, участник проекта Open Society, реализуемого в Ларнаке и Пафосе и посвященного интеграции граждан третьих стран, сказал, что мигранты сталкиваются с тремя основными проблемами: поиск жилья, доступ к рынку труда и изучение языка. «Этим людям нужно работать. Вопреки общественному мнению, они не хотят стоять в очереди и просто получать ваучеры. Они действительно хотят трудиться», — говорит он.

«Тревожная тенденция навешивания ярлыков на беженцев и восприятия их как угрозы разжигает страх и не способствуют созданию благоприятной среды — необходимого условия для плавной интеграции», — говорит Строволиду. «Интеграция — это процесс. Речь идет о том, что вы можете сделать, чтобы сблизить людей. О том, как во благо использовать наши различия», — добавляет Поликарпу.

Ранее на этой неделе в рамках проекта Open Society муниципалитет Ларнаки организовал экскурсию, на которой мигранты могли познакомиться с местной культурой. Экскурсия охватила Лефкару и Хирокитью, район Соляных озер и мечеть Хала Султан Текке, набережную Финикудес, средневековый форт Ларнаки, церковь св. Лазаря и мечети Захури и Кепир. «Впервые мы поговорили с ними и услышали их проблемы», — говорит Кирьякос Пьеридис.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

    6.1        To the extent permitted by law, we and our licensors have no liability or responsibility to you or any other person for any Loss in connection with:

    a the Website being unavailable (in whole or in part) or performing slowly;

    b any error in, or omission from, any information made available through the Website;

    8.1        You are not required to provide personal information to us, although in some cases if you choose not to do so then we will be unable to make certain sections of the Website available to you. For example, we may need to have your contact information in order to provide you with updates from our Website.

    8.2        The personal information you provide to us is collected and may be used for communicating with you, statistical analysis, the marketing by us of products

    and services to you, credit checks (if necessary), and research and development.

    10         General

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
