Глава ЕЦБ: Кипр – важный игрок ЕС и еврозоны

Президент Европейского Центрального банка Кристин Лагард посетила Кипр. В ходе своего визита она заявила: хотя государство неизбежно пострадает от уровня инфляции и ухудшения экономической ситуации, страна сейчас лучше подготовлена к преодолению кризиса, чем это было ранее.

30 марта Кристин Лагард посетила Президентский дворец, где встретилась с Никосом Анастасиадисом. По итогам встречи она отметила: «Кипр находится не на дальнем конце Европы, а в самом её центре. Это важный игрок ЕС и еврозоны». Никос Анастасиадис, в свою очередь, отметил: «Кипр сталкивается с новыми препятствиями в своем развитии. Но мы уверены, что нам удастся их преодолеть и продолжить выполнение наших обязательств по обеспечению макроэкономической и финансовой стабильности».

Позитивная восстановительная динамика

По словам Лагард, Европа сейчас сталкивается с очередным кризисом. И этот кризис, в первую очередь, – человеческая трагедия. Кроме того, это значительный экономический шок, который будет ощущаться и на Кипре. Признав, что Кипр, как и остальные страны Евросоюза, сталкивается с возросшей неопределенностью, Кристин Лагард представила анализ того, как экономика оправилась от пандемии. Она констатировала: до начала событий на Украине экономика еврозоны хорошо восстанавливалась после пандемии. «Восстановление было намного более быстрым и более богатым на рабочие места, чем после предыдущих рецессий», – сказала она. Лагард напомнила, что еврозоне потребовалось семь лет, чтобы восстановиться до докризисного уровня ВВП после кризиса 2008 года. А для того, чтобы оправиться от высокой безработицы, потребовалось 12 лет. Однако восстановление после пандемийного кризиса шло быстрее. По ее словам, ВВП еврозоны превысил допандемийный уровень уже в конце 2021 года, а безработица опустилась до самого низкого показателя за последние десятилетия.

«Кипр тоже следовал этой восстановительной динамике», – сказала Лагард. Она пояснила, что ВВП вырос на 5,6% в 2021 году, вернувшись к уровню 2019 года, а безработица также снизилась до своих допандемийных уровней – примерно до 6%. «Эти хорошие показатели во многом обусловлены исключительными мерами в еврозоне, где налогово-бюджетная и денежно-кредитная политика шли рука об руку для защиты доходов и спроса», – добавила она, признав, что возобновить поставки после «локдаунов» было непросто.

Ценовое давление

Несоответствие между растущим спросом и ограниченным предложением повлекло за собой дефицит и сбои в логистических цепочках. А это, в свою очередь, привело к заметному инфляционному давлению, в том числе к росту цен на энергоносители и продовольствие. Данные побочные эффекты привели к скачку инфляции в еврозоне на 5,9%. Рост цен на энергоносители превысил 30%. Лагард отметила, что «на Кипре наблюдается аналогичное ценовое давление. Инфляция выросла до 5,8%. Это обусловлено, главным образом, повышением цен на энергоносители и продовольствие (26,2% и 6,8% соответственно)» .

Президент ЕЦБ сказала, что по прогнозам экспертов, все вышеупомянутые последствия пандемийного кризиса должны были постепенно сойти на нет по мере возобновления экономической деятельности. Но события на Украине значительно усилили нынешнюю неопределенность. Кристин Лагард считает, что три ключевые причины приведут к росту инфляции: прогнозы о том, что цены на энергоносители останутся более высокими в течение длительного времени; глобальные производственные проблемы в определенных секторах; давление на цены на продовольствие.

Прогноз: сокращение реальных доходов

Недавние опросы показали: домохозяйства ожидают более высокой инфляции, сокращения своих реальных доходов и увеличения расходов. Что касается бизнеса, то свежие данные демонстрируют довольно высокую деловую активность в марте. Но долгосрочные прогнозы не очень оптимистичны. А сбои в цепочках поставок еще больше усугубились. То, насколько сильно вырастет инфляция и насколько замедлится экономический рост, в конечном счете будет зависеть от вектора развития событий. Чем более усугубляется ситуация на Украине, «тем выше будут экономические издержки и тем больше вероятность того, что мы будем следовать наиболее неблагоприятным сценариям», – резюмировала эксперт.

Что касается Кипра, то Лагард сказала, что страна неизбежно почувствует инфляционное давление, вызванное зависимостью от импорта нефти для производства электроэнергии. Тяжело придется туристическому сектору и сфере профессиональных услуг. Однако глава ЕЦБ довольно оптимистично оценивает потенциал экономики Кипра, полагая, что она «укрепилась за последние несколько лет благодаря напряженной работе, проделанной после банковского кризиса в 2013 году».

Хорошие новости

Среди положительных факторов она назвала резкое сокращение необслуживаемых кредитов, высокую капитализацию банковского сектора, хорошую ликвидность. Что касается того, как это может повлиять на будущую политику, Лагард отметила, что с помощью соответствующих мер можно было бы смягчить экономические последствия. «Чтобы компенсировать краткосрочные последствия повышения цен на энергоносители и санкций, национальная налогово-бюджетная политика располагает целым рядом инструментов», – напомнила она. При этом аналитик поясняет: «Правила со стороны ЕС ослаблены, чтобы правительства могли принимать необходимые меры для защиты своих граждан». Президент ЕЦБ считает, что в долгосрочной перспективе необходим общеевропейский подход, чтобы приспособиться к новой реальности.

Управляющий Центральным банком Кипра Константинос Иродоту, который обратился к высокой гостье с приветственным словом, сказал, что «политика ЕЦБ успешно вывела экономики еврозоны из пандемического шока с минимально возможными последствиями». Что касается влияния на Кипр международной обстановки, управляющий Центробанком сказал, что Кипр скорректировал свои прогнозы по росту экономики. «Согласно базовому сценарию, то есть нормализации ситуации к концу 2022 года, ожидается, что рост ВВП сократится до 2,7% в 2022 году с сильным восстановлением в среднесрочной перспективе примерно до 3,7%», – подчеркнул Иродоту.

    1            Application of terms

    3            Definitions

    In these Terms:

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
