Введет ли Европа «ковидный паспорт»?

25 февраля лидеры Европейского союза провели онлайн-встречу, на которой обсуждали ускорение производства и внедрения вакцин против COVID-19 и противодействие новым штаммам коронавируса, способным запустить в Европе третью волну пандемии.

«Зеленый паспорт»: за и против

Напомним, недавно Еврокомиссия высказалась против введения «зеленого паспорта» вакцинации, тем не менее, тема получила свое продолжение во время онлайн-встречи лидеров ЕС.

Поскольку Европа вынуждена лавировать между карантинными ограничениями, призванными остановить распространение вируса, и сохранением границ открытыми для обеспечения беспрепятственного потока товаров и услуг через единый рынок, национальные лидеры задумались о необходимости единого документа, который будет содержать информацию о вакцинации его владельца. Испания, Греция и Болгария, надеются, что «ковид-паспорта» помогут возродить их туристический сектор уже этим летом. В частности, Греция заключила соглашение о допуске вакцинированных туристов из Израиля и обсуждает аналогичное соглашение с Великобританией. Канцлер Австрии Себастьян Курц заявил, что, по его мнению, Евросоюз нуждается в цифровом «зеленом паспорте». Его владелец сможет доказать с помощью своего мобильного телефона, что он сделал прививку, переболел или был протестирован. «Наша цель не в том, чтобы застрять в вечном карантине, а чтобы иметь возможность свободно путешествовать минимум по Европе, как по делам, так и в отпуск», – сказал австрийский политик. Если Евросоюз не введет единый «ковидный паспорт», то Австрия сделает это в одностороннем порядке уже весной. Тем же путем готовятся пойти Дания, Швеция и Финляндия.

Но Франция, Германия, Румыния и Бельгия обеспокоены реакцией тех жителей, которые пока не имеют доступа к вакцине или принципиально отказываются ее делать. Президент Франции Эмманюэль Макрон напомнил, что вакцинация молодых жителей Евросоюза находится в самом конце графика и введение сейчас «зеленого паспорта» было бы явной дискриминацией молодежи.

Изначально ЕС поставил перед собой цель вакцинировать 70% взрослых жителей уже к лету, но нехватка прививок затруднила реализацию этого плана. Во втором квартале этого года AstraZeneca, судя по всему, сможет поставить в страны Европы только половину тех доз, на которые она заключила контракт. Ожидается, что на этой неделе Европейское агентство по лекарственным средствам выпустит новые инструкции для ускорения процесса сертификации вакцин, модифицированных для новых вариантов вируса.

Евросоюз совершенно внезапно столкнулся с растущей преступностью в области вакцинации. Агентство по борьбе с мошенничеством заявило, что несколько государств уведомили его о подозрительных предложениях примерно на 900 миллионов доз вакцин на общую сумму 12,7 миллиарда евро.

Страх третьей волны

Хотя в 20 странах ЕС уровень заражений снижается, у лидеров сообщества есть опасения по поводу новой волны, которая может быть вызвана новым штаммом коронавируса.

Швеция заявила, что сократит часы работы всех ресторанов, баров и кафе в стране и ужесточит ограничения на количество посетителей магазинов, чтобы предотвратить третью волну. Чешское правительство намерено ввести более жесткие карантинные ограничения после того, как премьер-министр Андрей Бабиш предупредил, что больницы страны столкнутся с настоящей катастрофой, если не будут приняты меры. Во Франции, где уровень заражения снова растет, правительство распорядилось о карантине в районе Дюнкерка и предупредило, что новые ограничения могут быть введены в других местах.

О вакцинах и вакцинации на Кипре

Представитель Европейской комиссии сообщил лидерам ЕС, что к настоящему времени в страны сообщества было доставлено 51,5 миллиона доз вакцин и сделано 29,17 миллиона прививок. Около 5% жителей Евросоюза получили свою первую дозу.

При этом использование любых других вакцин, не прошедших сертификацию в Евросоюзе, считается «безответственным и рискованным». Иерофеос Пападопулос, глава представительства Еврокомиссии на Кипре, заявил, что вокруг российской вакцины «Спутник-V» существует много дезинформации . «Факт состоит в том, что “Спутник-V” не обращался за лицензией в Европейское агентство по лекарственным средствам (ЕМА), – сказал чиновник. – Можно услышать множество историй о миллионах доз этой вакцины, якобы купленных немцами или болгарами. В настоящее время в ЕС только Венгрия закупила некоторое число доз, согласно тем данным, которые она представила Европейскому центру по контролю и профилактике заболеваний». Поэтому, по мнению Пападопулоса, у Кипра нет иного варианта, кроме как переждать медленные темпы поставок сертифицированных вакцин, хотя чиновник и признает, что все фармацевтические компании, особенно AstraZeneca, переоценили свои возможности.

В свою очередь заместитель руководителя фармацевтической службы Минздрава Элена Панайотопулу заявила, что вакцины классифицируются как продукт передовых медицинских технологий, поэтому они могут быть сертифицированы и лицензированы только ЕМА. А заместитель начальника медицинских служб Минздрава Ольга Калакута отметила, что все уязвимые группы населения Кипра должны получить прививку к концу марта или началу апреля. «По нашим оценкам, к первой декаде марта все люди старше 70 лет будут вакцинированы», – сказала она.

На пресс-конференции 25 февраля, в ходе которой был представлен очередной пакет ослабления карантинных мер, министр здравоохранения Константинос Иоанну отметил, что вакцинация в стране идет по плану. «Мы достигли очень важной цели, которую поставили перед собой, привив 70% людей в возрасте 80 лет и старше, при этом мы продолжаем увеличивать темпы вакцинации людей в возрасте 70 лет и старше. Март – это решающий месяц, поскольку мы ожидаем получить более 160 000 доз вакцины, что означает охват уязвимых групп населения наряду с продолжающейся вакцинацией по возрастным группам», – сказал министр, добавив, что несвоевременная вакцинация населения во всех странах приводит к мутациям вируса и к увеличению числа госпитализаций и смертей.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

    6.1        To the extent permitted by law, we and our licensors have no liability or responsibility to you or any other person for any Loss in connection with:

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
