Энергетическая политика Кипра неустойчивая

Кипр занял 51-е место из 115 согласно Energy Transition Index (ETI) 2021 года, составленный Всемирным экономическим форумом (ВЭФ). Страна демонстрирует медленное и неустойчивое движение. В ETI страны оцениваются по эффективности их энергетической системы и по их готовности перейти к безопасному, устойчивому и надежному энергетическому будущему.

Кипр набрал 60 баллов из 100, не показывая особых перемен в рейтинге с 2012 года. Первое место неизменно занимает Швеция с 79 баллами, за ней следуют Норвегия (77 баллов), Дания и Швейцария (по 76 баллов), Австрия (75 баллов) и Финляндия (73 балла). Кипр находится ниже почти всех стран Евросоюза, кроме Греции (54 место), Болгарии (58 место) и Польши (62 место). Кипр опережают десять развивающихся стран Южной Америки (например, Уругвай). По данным ВЭФ, из 10 крупнейших экономик мира только Великобритания и Франция попали в первую десятку и показали улучшение с 2012 года.

«Хотя способы энергетического перехода к «зеленой экономике» в каждой стране различны, все они имеют общие характеристики, включая низкий уровень субсидий на ископаемое топливо, повышение энергетической безопасности, снижение углеродоемкости и зависимости от ископаемого топлива, сильную нормативно-правовую базу», — сказано в докладе ВЭФ. Швеция, которая набрала 78 баллов из 100, добавила к своему рейтингу еще 1,29 балла с 2012 года. Для сравнения, Кипр за тот же период прибавил 0,72 пункта. Остров набрал низкие баллы в таких категориях как готовность к энергетическому переходу, наличие человеческого капитала, заинтересованность потребителей и качество экологического образования. Например, энергетические субсидии составили всего 6,2% ВВП, потенциал возобновляемых источников энергии — 16% от показателей наиболее успешных стран, стабильность энергетической политики — 62% от показателей наиболее успешных стран. Об этом свидетельствует график, показывающий, что энергетическая политика Кипра с 2012 года значительно менялась, демонстрируя понижение в период с 2013 по 2015 год, вероятно, из-за финансового кризиса, а затем перейдя к неуклонному росту до нового пика в 2017 году, после чего снова упав до самой низкой отметки в 2018 году, когда по какой-то причине правительство перестало уделять этой теме внимание. Индекс снова начал положительную динамику в 2019 году, неуклонно возвращаясь к уровням 2017 года, но еще не достигнув этих показателей.

Кипр, конечно, был не одинок в своей медлительности. Из 115 стран 92 добились прогресса за этот период, но только 68 улучшили свои показатели более чем на два процентных пункта. «В следующем десятилетии последовательный прогресс показателей станет ключом к достижению глобальных климатических целей, а также задач ООН в области устойчивого развития. Стремление к прогрессу должно быть отражено в законодательстве, политике и регулировании, а также подкреплено конкретными дорожными картами», — говорится в докладе.

Обратная сторона «зеленой экономики»

Однако достигнуть целей «зеленой экономики» невозможно без затрат. Налоги на выброс углекислого газа, отмена субсидий на ископаемое топливо и сборы за электроэнергию могут привести к увеличению стоимости электричества и топлива, что в итоге может повлиять на доступ к энергетике для некоторых потребителей.

В настоящее время Великобритания лидирует в достижении чистого углеродного следа. Эксперты ведущих университетов этой страны в рамках программы UK Fires, открывающей широкую дискуссию о возможности достижения так называемого «Absolute Zero Emission», изложили, как должна выглядеть дорожная карта по энергетическому переходу до 2050 года. Она, в частности, предусматривает, что все аэропорты Великобритании, за исключением Хитроу, аэропортов Глазго и Белфаста, закроются к 2029 году, а оставшиеся три — к 2050 году. К тому времени доставка товаров на остров также будет полностью прекращена. Полеты и парусный спорт возобновятся, только если будет разработано топливо с нулевым уровнем выбросов, поскольку солнечной энергии никогда не хватит для коммерческих полетов большого числа пассажиров. Все автомобили будут работать на электричестве, во всех домах будут установлены тепловые насосы. Газовые плиты будут постепенно выведены из эксплуатации. Что касается продовольствия, то потребление говядины и баранины должно сократиться на 50% к 2029 году и полностью исчезнуть к 2050 году. Цена на углеводороды должна стать чрезвычайно высокой к 2050 году, чтобы остановить спрос на энергию этого типа.

Изменения в поведении, направленные на достижение нулевого углеводородного следа, весьма существенны, но, как считают авторы доклада, даже они могут стать результатом изменения потребительского поведения. Альтернативой добровольным изменениям в поведении потребителей остается правительственный запрет на определенные виды энергетики и регулирование производственных процессов.

Эта общественная и научная дискуссия направлена на переоценку популистских взглядов и амбиций и призывает правительства трезво и с научным подходом строить стратегии «зелёного будущего».

    1            Application of terms

    4            Your obligations

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
