Президент: Кипр потратит 4,4 млрд евро на восстановление страны

17 мая Президент Республики Кипр Никос Анастасиадис представил национальный план восстановления страны под названием «Кипр завтра» («Κύπρος – το αύριο»). «Это исторический день, поскольку сегодня закладываются основы для Кипра завтрашнего дня», — заявил глава государства.

Речь, по словам президента идет о новой версии страны, которая будет пользоваться «дорожной картой» постковидной эпохи. «Национальный план восстановления и устойчивости — это смелый шаг, новая необходимая модель развития завтрашнего дня», — добавил глава государства. Он подчеркнул, что «план носит всеобъемлющий характер. Он не ограничивается тем, что мы условно называем экономикой. Это ответ на новые вызовы, план, который может изменить повседневную жизнь каждого жителя».

«Я хочу отметить, — подчеркнул президент, — что программа плана «Кипр завтра» включает в себя 58 реформ и 76 инвестиций в развитие, в том числе программы субсидирования частного предпринимательства.

Это преобразования, для реализации которых будут использованы:

— 1,2 млрд евро, выделенных Кипру в рамках финансирования европейского Фонда восстановления и устойчивости.

— 1,8 млрд евро, выделенных Кипру Фондом сплочения в рамках программы THALIA.

— 1,4 млрд евро, которые, согласно данным исследования, будут получены в качестве частных инвестиций или сотрудничества государства с частными компаниями.

Расходы, запланированные в следующих государственных бюджетах, будут скорректированы и распределены согласно основным положениям новой модели развития.

Таким образом, общий бюджет на реализацию программы на период 2021-2026 годов составляет, не считая расходов государственного бюджета, 4,4 млрд евро.

ОСНОВНЫЕ ПОЛОЖЕНИЯ ПРОГРАММЫ


Здравоохранение и защита граждан

— Модернизация государственных и частных медицинских учреждений;
— создание единой инновационной системы информационных и коммуникационных технологий в сфере здравоохранения;
— финансирование закупки или замены устаревшего медицинского оборудования в государственных и частных медицинских учреждениях;
— аккредитация государственных и частных медицинских учреждений;
— развитие общих транснациональных онлайн-услуг в сфере здравоохранения;
— укрепление защиты граждан с помощью использования интеллектуальных технологий для эффективного реагирования на чрезвычайные ситуации.

 

Переход к «зеленой экономике»

В плане «зеленая экономика» является основой современного развития, которая увеличивает ВВП, способствуя реформам и инвестициям в сферах экологии, энергетики, транспорта, водных ресурсов и окружающей среды в целом.

— Завершение энергетической изоляции с помощью прокладки подводного электрокабеля EuroAsia Interconnector, который соединит энергосети Кипра, Израиля и Греции;
— энергетическая модернизация существующих зданий школ и других государственных учреждений;
— дальнейшая разработка и использование возобновляемых источников энергии;
— новые схемы предоставления финансирования для поощрения инвестиций в энергоэффективность малых и средних компаний, муниципалитетов, сообществ, государственного сектора в целом и домашних хозяйств;
— разработка интеллектуальной транспортной системы с использованием цифровых технологий;
— создание инфраструктуры и содействие широкому использованию электромобилей;
— реформа системы управления водными ресурсами.


Повышение уровня устойчивости и конкурентоспособности экономики

Руководством для достижения этой цели является исследование Совета по экономике и конкурентоспособности Кипра.

— Расширение производственной базы в результате развития первичного и вторичного секторов экономики;
— увеличение объемов финансирования в сферы исследований и инноваций;
— повышение уровня конкурентоспособности бизнеса с помощью перехода к цифровой среде, ускорения процедур лицензирования и предоставления стимулов;
— поддержка стартапов и инновационных компаний;
— совершенствование работы государственного и муниципального секторов;
— реформа и повышение эффективности судебной системы;
— диверсификация и усиление туристического продукта;
— борьба с коррупцией и повышение прозрачности;
— стабильная финансовая и фискальная политика.

Путь к цифровой эпохе

— Цифровая трансформация услуг государственного и муниципального секторов и внедрение электронного правительства во все сферы;
— цифровая трансформация судебной системы;
— разработка стратегии умных городов;
— расширение зоны покрытия к высокоскоростному интернету на удаленные или непокрытые территории;
— продвижение национального офиса широкополосной связи для ускорения развития широкополосных сетей.

Занятость, образование и человеческие ресурсы

— Устранение несоответствия между сферой образования и рынком труда;
— введение новой системы аттестации знаний и умений преподавателей;
— введение бесплатного обязательного дошкольного образования с четырех лет;
— модернизация школ с целью повышения цифровых навыков учеников;
— создание двух современных технических училищ в Ларнаке и Лимассоле.
— усовершенствование системы социального обеспечения;
— реструктуризация служб социального обеспечения;
— поощрение гибких форм занятости, включая удаленную работу;
— повышение эффективности департамента труда и государственной службы занятости;
— создание многофункциональных центров для детей, учреждений для детей и подростков с нарушениями поведения, людей с ограниченными возможностями и пожилых людей.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    In these Terms:

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
