Еврокомиссия за реформу рынка электроэнергии

Высокие цены на энергоносители останутся реальностью на долгие годы, а стоимость жизни будет продолжать расти. Цены на энергоносители в настоящее время остаются основной причиной инфляции. О том, как Европа пытается с этим справиться, на страницах издания Cyprus Mail размышляет экономист Чарльз Эллинас.

На прошлой неделе генеральный директор корпорации Shell Бен ван Берден заявил: было бы наивно предполагать, будто бы дефицит энергии и газа в Европе может быть быстро преодолен. Он также добавил, что ЕС, возможно, придется готовиться к нескольким годам стабилизации цен. По оценкам министра энергетики Бельгии и ряда других европейских лидеров, данный процесс займет 5-10 лет. «Это относится и к Кипру», – считает эксперт.

Недооценивать проблему опасно

В июле 2022 года Кипр был на седьмом месте по дороговизне электроэнергии в Европейском союзе. Процентные ставки по кредитам растут. Эта тенденция продолжится и в 2023 году, оставаясь высокими в перспективе. Все это повлияет на стоимость кредитования. «Правительство не воспринимает данные вопросы всерьез. Это недальновидно. Поскольку в таких условиях возрастает риск того, что Кипр может оказаться в состоянии экономического кризиса, подобного тому, что случился в 2013 году», – считает Эллинас.

Налоги на сверхприбыль и поддержка уязвимых

Страны ЕС реагируют на рост цен на энергоносители по-разному. Большинство из них снизили НДС на счета за электроэнергию до 5-9%. Другие государства, такие как Нидерланды, уменьшили акцизы на топливо. Третьи оказывают поддержку бизнесу и перечисляют средства уязвимым группам населения. Испания, Италия и Греция обложили налогом сверхприбыль, чтобы получить средства на эти меры. Но поскольку ожидается, что кризис продлится дольше, вопрос в том, как долго правительства смогут продолжать субсидировать потребителей.

Еврокомиссия готовит предложения

ЕС наконец-то осознал серьезность проблемы, считает Чарльз Эллинас. Президент Еврокомиссии Урсула фон дер Ляйен в июне признала, что «энергетические рынки [в своем нынешнем виде] оформились 20 лет назад, когда доля возобновляемых источников энергии была низкой». Сегодня ситуация выглядит совершенно иначе. Именно возобновляемые источники энергии стали наиболее экономичными и дешевыми, поэтому старая рыночная система больше не работает. «Но потребовался астрономический рост цен на природный газ и электроэнергию в июле и августе, чтобы побудить президента Еврокомиссии перейти от слов к делу», – замечает эксперт. На прошлой неделе она выступила с заявлением, в котором признала: «стремительный рост цен обнажает ограничения нашей нынешней структуры рынка электроэнергии». Поэтому фон дер Ляйен готовится представить предложения Еврокомиссии по реформе рынка электроэнергии 14 сентября. В дополнение к преобладающим в настоящее время субсидиям на газ и электроэнергию и мерам по энергосбережению они включают установление предельных цен на российский газ, ограничение цен на газ, используемый в производстве электроэнергии, как это в настоящее время делают Испания и Португалия, и разделение цен на газ и возобновляемые источники энергии, предложенное Грецией.

Ограничительные меры – палка о двух концах

Однако ограничение цены на газ и потребительские субсидии – это дорогостоящие и временные меры. Они не решают проблему по существу. «Если ограничения будут введены в действие, Россия может вообще сократить поставки газа в Европу. А более дешевый газ подстегнет увеличение потребления, как это уже продемонстрировала Испания», – пишет Чарльз Эллинас.

Разделение цены как вариант решения проблемы

В настоящее время цена на электроэнергию устанавливается исходя из стоимости самого дорогого топлива, используемого при ее производстве, обычно – газа. Разделение цен позволяет отделить цены на электроэнергию от стремительно растущих затрат на газ и гарантирует, что цены на электроэнергию отражают реальные затраты на более дешевую возобновляемую энергию. Кроме того, массовый рост цен на электричество привел к сверхприбылям негазовых генераторов с низкими эксплуатационными расходами, таких как ветровые, солнечные и атомные. ЕС планирует предложить странам обложить налогом и ограничить эти доходы. Ещё одна идея – направить деньги на меры по снижению счетов за электроэнергию для потребителей.

Тариф для производителей ВИЭ несоразмерно высок

Поможет ли это Кипру? «Короткий ответ – нет, – считает Эллинас. – Около 85% электроэнергии на Кипре вырабатывается за счет сжигания дизельного топлива и мазута. Планируется, что они будут заменены природным газом только к июлю 2023 года. Но маловероятно, что это будет достигнуто в поставленный срок. В результате в обозримом будущем производство электроэнергии на Кипре будет по-прежнему сильно зависеть от нефтепродуктов».
Нынешние низкие цены на нефть – явление временное. Различные факторы, в том числе предстоящее эмбарго ЕС на импорт российской морской нефти в конце 2022 года, восстановление экономики Китая и предупреждение ОПЕК+ о том, что организация рассматривает возможность сокращения добычи нефти, могут привести к тому, что цены на нефть превысят 110 долларов за баррель уже в начале 2023 года и 125 долларов в последующие месяцы.
С другой стороны, не исключено, что решения ЕС откроют путь к сверхприбыли для кипрских производителей возобновляемых источников энергии. До недавнего времени им платили по ставке 19-20 центов за кВт-ч, в то время как их затраты составляют менее 6 центов за кВт-ч. Несмотря на то, что в настоящее время Кипрское управление по регулированию энергетики снизило этот тариф до 11 центов за кВт-ч, он все еще очень высок. Это подтверждается опытом Греции, где конкуренция между производителями возобновляемых источников энергии привела к цене 5-6 центов за кВт-ч. Более быстрое и широкое внедрение возобновляемых источников энергии для досрочного достижения целевого показателя ЕС в 45% их доли в энергетике также помогло бы снизить затраты на электроэнергию.

Что мешает нарастить долю ВИЭ?

Высокие цены на электроэнергию побуждают все большее число домохозяйств устанавливать фотоэлектрические системы на крышах, что поощряется государством и Евросоюзом. Но устаревшая электросеть Кипра и отсутствие мощностей для хранения электроэнергии могут оказаться серьезным препятствием. Из-за этого трудно увеличить долю ВИЭ выше 20-25%, заключает экономист.

    1            Application of terms

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    Website means https://vkcyprus.com/

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

    6.1        To the extent permitted by law, we and our licensors have no liability or responsibility to you or any other person for any Loss in connection with:

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
