Власти отвернулись от жителей Писсури?

Жители района Лимнес в Писсури, где дома получили серьезные повреждения из-за проседания почвы, до сих пор не получили от правительства ни компенсаций, ни вообще какой-либо помощи. Они обвиняют власти в двойных стандартах.

Напомним, жители района Лимнес в селении Писсури не первый год жалуются властям на застройщика — из-за неверных действий экспертов-геологов их дома оказались в аварийном состоянии. Серьезные проблемы с проседанием почвы и разрушением построек в Писсури начались после обильных дождей июня 2012 года. В 2015 году исследование показало, что причиной эрозии стали подземные воды. Дело в том, что до 1960 года на этом месте располагались озера (отсюда и название района Лимнес, что переводится с греческого как «озера»), которые были засыпаны и включены в план застройки местности. 75 жилых домов и сегодня продолжают подвергаться ущербу и постепенно разрушаются. Из них шесть зданий были объявлены аварийными, а их жители выселены.

Жители района Лимнес стали выражать свое недовольство после того, как власти выделили 6 миллионов евро на компенсацию людям, пострадавшим от пожара в горных районах Лимассола и Ларнаки в июле этого года. Они считают, что правительство применяет политику двойных стандартов, так как их многолетние обращения все еще остаются без ответа. «Лесные пожары это чрезвычайно печальное событие, они не должны были произойти, но есть реальное ощущение несправедливости, и я думаю, что против нас имеет место дискриминация. Мы не хотим уезжать [из Писсури], хотя многим жителям пришлось это сделать. Мы хотим остаться здесь, наш сын родился здесь и ходит в местную школу», — сказал Саймон Кэрролл, житель района Лимнес.

Ранее правительство исключило возможность прямых компенсаций пострадавшим владельцам недвижимости, поскольку это было бы равносильно признанию государством ответственности за некачественную застройку. «Похоже, что 80% домов, уничтоженных в результате недавних лесных пожаров в Аракапасе, не имели никаких разрешений на строительство, и, хотя это настоящая катастрофа для пострадавших семей, они получили правительственный пакет дотаций на восстановление в течение двух недель после того, как потеряли свое жилье», — указывает Кэрролл. Многие из пострадавших от проседания почвы домов в Писсури уже близки к разрушению. Трещинами покрыты все жилые и хозяйственные постройки, а также проезжая часть.

«Мой вопрос заключается в том, почему жители Писсури, которые законно построили свои дома на земле, выделенной под жилой район и зонированной Департаментом градостроительства, которые имели необходимые разрешения на строительство и документы на право собственности, не получили никакой помощи от правительства. Зато более двадцати семей получили уведомления о принудительном выселении из-за разрушений, вызванных эрозией почвы. Несомненно, эрозию тоже можно считать стихийным бедствием», — добавил Кэрролл.

Ситуация в Писсури привлекла внимание британских СМИ, так как подавляющее большинство жителей района Лимнес — выходцы из Соединенного Королевства. Семья Питера и Кейт Филд посредством Zoom участвовали в телешоу на канале Би-би-си около шести недель назад. «Нам нечего было добавить к тому, что мы уже рассказывали, так как вообще никаких изменений не произошло. Мы хотим знать, когда получим хоть какую-то помощь в связи с потерей наших домов. Мы в отчаянии», — сообщил Питер. Пара была выселена из своего дома в марте 2015 года, когда чиновники просто повесили на их дверь уведомление об аварийном состоянии здания. Никакой помощи или компенсации им предложено не было. Семья Филд купила свою виллу с четырьмя спальнями, большим садом и бассейном в 1993 году, когда решила переехать из Англии на Кипр, в страну, сильно полюбившуюся им, когда Питер служил здесь на британских военных базах. Теперь вся их идиллическая жизнь на «райском острове» рухнула, у них нет средств перебраться в другое место. Доброжелательные соседи предложили им жилье, в котором они могли бы оставаться, пока не встанут на ноги.

Хотя в 2020 году министр внутренних дел Никос Нурис заявил, что власти намерены реализовать крупный проект по стабилизации почвы, а безопасность жителей остается для них главным приоритетом, похоже, что бюджет правительства на работы по укреплению земляных слоев был сокращен. Юрист Георгия-Элина Зои, которая представляет интересы некоторых из владельцев, отметила, что в данный момент правительство собирается потратить только 8 млн евро (такая сумма указана в государственном бюджете на 2021 год) вместо запланированных ранее 32 млн и только на строительство одной укрепительной стены. По ее словам, власти не планируют выполнять никаких стабилизационных работ в зоне проседания почвы. «Даже если будет построена свайная стена, она защитит от оседания только холм и исторический центр деревни, где находятся храм, кладбище и дома киприотов. Зоне эрозии почвы это не принесет никакой пользы», — разъяснила она. Юрист считает, что независимо от причин, которые вызвали эрозию, имущество и инфраструктура разрушены. Проседание почвы это стихийное бедствие, а значит, власти должны на него реагировать. Кроме того, до сих пор нет плана эвакуации, а также планов по компенсациям для жителей Лимнеса, добавила она. Если произойдет землетрясение или сильный дождь, а это вполне реально, то почва здесь просто провалится. «При этом никакого плана эвакуации жителей не существует», — отмечает Саймон Кэрролл.

Ранее глава МВД Никос Нурис подчеркивал, что целью правительства было не только восстановление территории региона, но и его модернизация. «Основным пунктом плана по укреплению зоны эрозии, защите жителей и их инвестиций в Кипр была масштабная стабилизационная работа у подножия холма, но сейчас эти проекты даже не входят в планы правительства», — заключила Георгия-Эллина Зои. Работы должны были завершиться в конце 2022 года, но до сих пор так и не начаты.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    In these Terms:

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
