500 млн евро на борьбу с изменением климата

Выступая на 26-й конференции ООН по климату COP26, которая в эти дни проходит в Глазго, президент Никос Анастасиадис заявил, что к 2026 году Кипр выделит более 500 млн евро на борьбу с изменением климата.

Саммит начался 31 октября, в нем принимают участие лидеры со всего мира, желающие сплотить свои усилия в деле сокращения глобальных выбросов, достижения нулевого углеродного следа к 2050 году и ограничения глобального потепления на уровне 1,5-2 градусов.

Несмотря на поставленные цели, «нет никаких признаков того, что мир становится экологичнее», заметил Анастасиадис, поскольку глобальная температура продолжает расти, а мир переживает «волну жары, разрушительные пожары, вырубку лесов, дефицит воды, засуху и наводнения». Вот почему саммит «может и должен стать исторической вехой» в попытке решения указанных проблем «справедливым, эффективным и прозрачным способом, сохраняя при этом солидарность со странами, которые будут серьезно затронуты [изменениями]», добавил Никос Анастасиадис.

В этой связи глава государства заявил, что Кипр полностью одобряет и поддерживает инициативы и декларации COP26 о прекращении вырубки лесов, о переходе на безугольную энергетику, об ускорении перехода на автомобили с нулевым выбросом, а также инициативу США по использованию метана. Подписанная более чем 100 странами, включая Кипр, Декларация Глазго по лесам и землепользованию призвана остановить и обратить вспять процесс уничтожения лесов уже к концу этого десятилетия. Инициатива подкреплена инвестициями в размере 19 млрд долларов, которые размещены в государственных и частных фондах для защиты и восстановления лесов.

«Это очень важно для меня и моей страны, потому что лесной сектор, биоразнообразие и устойчивое землепользование — важные части нашего перехода к современной, климатически нейтральной и ресурсоэффективной экономике», ― отметил президент Кипра в своем видеообращении. Он также добавил, что обязательства и действия, предложенные в декларации, сохранят «растущие и здоровые леса» и «обеспечат их значительный вклад в наши планы в области климата и биоразнообразия». Он подчеркнул, что Кипр поддерживает декларацию и коллективную работу по решению поставленных в ней задач.

Президент также заявил, что Кипр готов к принятию всех необходимых мер для достижения целей Парижского соглашения и целей ЕС по 55-процентному сокращению выбросов парниковых газов к 2030 году и углеродной нейтральности к 2050 году. Для этого, по его словам, Кипр выделит 500 млн евро к 2026 году на реализацию новой политики, способствующей использованию более чистого топлива, такого как природный газ и возобновляемые источники энергии, а также будет стимулировать необходимые инвестиции в соответствующие области транспорта, сельского и лесного хозяйства, промышленности, землепользования и управления отходами.

Анастасиадис признал, что, будучи небольшой страной, Кипр вносит ограниченный вклад в достижение мировых климатических целей, поэтому глава государства стремится укреплять региональное сотрудничество, особенно с учетом того, что «Средиземноморье и Ближний Восток классифицируются как глобальная «горячая точка» изменения климата». Поэтому Кипр и выступил с инициативой разработки региональной стратегии по борьбе с изменением климата с участием более 240 ученых и организаций, которые уже готовят предложения и варианты конкретных решений.

По словам Анастасиадиса, как только научная часть этого плана будет завершена, республика проведет заседание Кабинета министров и пригласит региональных лидеров на саммит, на котором инициирует «соответствующие механизмы координации и мониторинга для выполнения наших обязательств».

«Я не сомневаюсь, что, действуя решительно и сообща, мы сможем преодолеть страшные последствия глобального потепления и осуществить необходимые изменения для безопасного будущего», ― заявил президент.

2 ноября в рамках COP26 Кипр официально представил свою инициативу по координации действий в области изменения климата в регионе Восточного Средиземноморья и Ближнего Востока. Советник президента по вопросам изменения климата Костас Папаниколас огласил результаты исследования, посвященного изменению климата в регионе, а министр сельского хозяйства Костас Кадис подробно рассказал о региональном плане действий, инициированном правительством.

Папаниколас объяснил, что на Ближнем Востоке, в этом густонаселенном регионе, последствия глобального потепления уже проявляются в виде экстремальных волн жары, которые вскоре могут привести к нехватке воды и краху сельского хозяйства, что впоследствии неизбежно повлияет на миграционные потоки. Он также добавил, что «ситуация критическая и она становится только хуже», и продолжение деятельности в том же духе приведет к полному коллапсу без каких-либо перспектив восстановления, поскольку страны региона, как правило, не готовы к предстоящим вызовам по целому ряду причин: из-за нехватки информации, недостаточного финансирования исследований климата и использования технологий, а также отсутствия комплексных региональных проектов.

Министр Костас Кадис отметил, что инициатива получила поддержку со стороны ряда глав государств региона, Европейской комиссии, Продовольственной и сельскохозяйственной организации ООН, Всемирной метеорологической организации и Средиземноморского союза.

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    3            Definitions

    In these Terms:

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
