Введут ли новый карантин?

Заражения коронавирусом снова достигают рекордных уровней во многих странах Европы. Всемирная организация здравоохранения назвала очередную волну пандемии «серьезной проблемой». Грозят ли Кипру новые карантинные ограничения?

В Европе за последние четыре недели зарегистрировано 55-процентное увеличение числа новых случаев COVID-19. Директор программы ВОЗ по чрезвычайным ситуациям в области здравоохранения Майк Райан отметил, что некоторые европейские страны имеют «неоптимальный охват вакцинацией», хотя прививки максимально доступны. «Это предупредительный сигнал для всего мира, общество должно увидеть, что происходит в Европе несмотря на доступность вакцинации», ― заявил Райан на пресс-конференции.

Растущее число случаев заболевания, особенно в Восточной Европе, вызвало споры о том, следует ли вновь вводить ограничения на передвижение накануне сезона рождественских праздников, а также о том, как убедить большее количество людей сделать прививку. По данным Европейского центра по контролю и профилактике заболеваний (ECDC), эпидемиологическая картина существенно ухудшилась в странах Северной, Центральной и Восточной Европы. Кипр также остается в красной категории ECDC, поскольку уровень новых заражений по-прежнему высок. 4 ноября число случаев заболевания возросло до 252, а число госпитализированных пациентов ― до 73.

«Нынешние темпы передачи инфекции в 53 странах Европейского региона вызывают серьезную озабоченность», ― считает региональный глава ВОЗ Ханс Клюге, а также добавляет, что распространение усугубляется более заразным субтипом штамма Дельта. Ранее Клюге предупреждал, что, если Европа и дальше будет следовать по своей нынешней траектории, к февралю в регионе может произойти до 500 000 смертей от COVID-19. «Мы должны изменить тактику и перейти от реагирования к предотвращению заражений», ― заявил он. На прошлой неделе в Евросоюзе было зарегистрировано шестипроцентное увеличение числа новых случаев заболевания. За тот же период число смертей выросло на 12%. Германия, крупнейшая экономика Европы, сообщила о 33 949 новых заражениях, это самый высокий ежедневный прирост с момента начала пандемии.

Ежедневные случаи заражения в Австрии достигли рекордного уровня, установленного год назад, что делает новый «локдаун» в стране еще более вероятным. Словакия сообщила о 6 713 новых случаях заболевания, что также стало рекордом, а ежедневные случаи заражения в Венгрии более чем удвоились с прошлой недели, достигнув отметки в 6 268. Польша, крупнейшая экономика Восточной Европы, в четверг сообщила о 15 515 ежедневных случаях заболевания, это самый высокий показатель с апреля.

Третья доза для людей 50+

Кабинет министров Кипра на очередном заседании одобрил бустерные прививки для жителей старше 50 лет, если они привились второй дозой полгода назад или ранее. Правительство также согласилось включить в перечень уязвимых групп населения, имеющих право на получение третьей дозы, людей с тяжелым ожирением независимо от возраста. Это касается тех, чей индекс массы тела превышает 40 единиц, или людей с метаболическим синдромом, чей индекс массы тела больше 35.

«На основе имеющихся данных все более укрепляется позиция, подтверждающая, что доступность бустерной дозы должна постепенно распространиться на все население, поскольку наблюдается, что по истечении определенного периода с момента завершения первоначального этапа вакцинации иммунитет снижается, а эффективность вакцины постепенно падает», ― отмечается в сообщении министерства.

Кабмин также одобрил предложение министра здравоохранения Михалиса Хаджипантеласа о продлении действующих мер по борьбе с распространением коронавируса до 2 декабря.

Новый способ проверки SafePass

C 8 ноября для всех предприятий станет обязательной проверка SafePass с помощью приложения CovScan. Об этом сообщило Министерство здравоохранения.

«Владельцам, менеджерам или уполномоченным сотрудникам учреждений и компаний, где на входе требуется предъявлять SafePass, необходимо до 8 ноября установить приложение для проведения проверок», ― сообщается в официальном заявлении ведомства. Приложение можно бесплатно скачать на любое устройство с операционной системой Android через Google Play.

Приложение CovScan позволяет сканировать QR-коды, которые генерируются на портале eudcc.gov.cy. Следовательно, теперь для того, чтобы попасть внутрь заведения, недостаточно просто показать карту вакцинации или справку о тесте, нужно получить документ с QR-кодом, распечатать его или загрузить в приложение CovPass Cyprus. После проверки QR-кода у проверяющего на экране появится один из трех результатов:
— зеленый цвет: сертификат действителен и означает, что владелец прошел курс вакцинации или выздоровел от COVID-19;
— оранжевый цвет: сертификат действителен и означает, что владелец прошел ПЦР- или экспресс-тест, который дал отрицательный результат;
— красный цвет: сертификат недействителен.

В Министерстве здравоохранения подчеркнули, что «приложение было разработано в соответствии со всеми положениями о защите персональных данных, в нем отображается только имя и дата рождения владельца и не сохраняется личная информация или история проверок».

Цена тестов

В последние 10 месяцев правительство заплатило более 21 млн евро за услуги частных мобильных подразделений, предлагающих бесплатные экспресс-тесты. Об этом членам парламентского комитета по вопросам здравоохранения сообщила генеральный директор Минздрава Христина Яннаки.

Согласно данным, которые она представила, в период с 16 ноября прошлого года по конец сентября этого года Министерство здравоохранения заплатило частным лабораториям 21,39 млн евро за эксплуатацию мобильных пунктов экспресс-тестирования. Посредством тендеров в период с октября 2020 года по сентябрь 2021 года министерство закупило в общей сложности 9,9 млн наборов для экспресс-тестирования, потратив на них 20,1 млн евро.

Яннаки также сообщила комитету, что благодаря растущей конкуренции цена на ПЦР-тест сейчас составляет 15 евро по сравнению со 110 евро, которые частные лаборатории взимали с министерства в апреле 2020 года. Что касается экспресс-тестов, теперь министерство может закупать их по 1,16 евро за штуку вместо 5 евро, как было ранее.Кроме того, 2 млн экспресс-тестов были получены Кипром бесплатно. Благодаря падению цен и бесплатной партии экономия на тестах для бюджета составила около 4,3 млн евро.

Вакцинация продолжается

По состоянию на 3 ноября 80% взрослого населения страны полностью прошли вакцинацию, 82,3% сделали как минимум первый укол. Среди подростков 16-17 лет как минимум первой дозой привиты 42,8%, а среди детей 12-15 лет ― 29%. Среди жителей в возрасте 60+ третьей дозой привились 33 485 человек.

Больше всего жителей вакцинированы в Пафосе (90,7%). За ним следуют:
― регион Фамагусты (89,3%),
― регион Никосии (79,2%),
― регион Лимассола (78,6%),
― регион Ларнаки (74,6%).

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    a            you agree to these Terms; and

    b            where your access and use is on behalf of another person (e.g. a company), you confirm that you are authorised to, and do in fact, agree to these Terms

    on that person’s behalf and that, by agreeing to these Terms on that person’s behalf, that person is bound by these Terms.

    3            Definitions

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.
     

    5            Intellectual property

    We (and our licensors) own all proprietary and intellectual property rights in the Website (including all information, data, text, graphics, artwork, photographs, logos, icons, sound recordings, videos and look and feel), and the Underlying Systems.

     

    6            Disclaimers

    6.1        To the extent permitted by law, we and our licensors have no liability or responsibility to you or any other person for any Loss in connection with:

    a the Website being unavailable (in whole or in part) or performing slowly;

    b any error in, or omission from, any information made available through the Website;

    c any exposure to viruses or other forms of interference which may damage your computer system or expose you to fraud when you access or use the Website. To avoid doubt, you are responsible for ensuring the process by which you access and use the Website protects you from this; and

    d any site linked from the Website. Any link on the Website to other sites does not imply any endorsement, approval or recommendation of, or responsibility for, those sites or their contents, operations, products or operators.

    8            Privacy policy

    8.1        You are not required to provide personal information to us, although in some cases if you choose not to do so then we will be unable to make certain sections of the Website available to you. For example, we may need to have your contact information in order to provide you with updates from our Website.

    8.2        The personal information you provide to us is collected and may be used for communicating with you, statistical analysis, the marketing by us of products

    and services to you, credit checks (if necessary), and research and development.

    10         General

    10.1      If we need to contact you, we may do so by email or by posting a notice on the Website. You agree that this satisfies all legal requirements in relation to written communications.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
