Закрытые КПП: помощь или барьер для экономики Кипра?

Сказываются ли на экономике Кипра закрытые КПП с оккупированными территориями? А что об этом думают жители по ту сторону Зеленой линии? Об этом рассуждает издание Cyprus Mail.

Закрытие контрольно-пропускных пунктов год назад помогло пресечь потоки киприотов, которые ездили в квази-государство закупать дешевые сигареты и бензин. Греки-киприоты были вынуждены вернуться на официальный рынок и приобретать необходимые товары на территории родного государства, а не в «ТРСК». «На наши показатели, безусловно, положительно повлияло закрытие контрольно-пропускных пунктов», – говорит глава Кипрской ассоциации владельцев автозаправочных станций Стефанос Стефану. Учитывая общий спад цен на нефтепродукты и сокращение продаж бензина на 30-40% из-за карантина, такая неожиданная помощь оказалась для заправок весьма кстати.  Выиграли, правда, только заправки у Зеленой линии, где сокращение продаж бензина было всего около 20%.

Секретарь Ассоциации магазинов непрерывного обслуживания Андреас Энглезу также доволен тем, что КПП закрыты, поскольку продажи табака и сигарет в киосках выросли с марта на 10-20%. Однако, сами владельцы киосков особо этого не ощутили. «Увеличение продаж не приносит нам прибыли из-за высокого налогообложения табачных изделий», – пояснил Энглезу. Республика следует таможенной повестке Европейского союза, которая предполагает, что 1,1 евро за пачку из 20 сигарет и 34% от розничной цены составляют акцизы. Ставка для мелко порубленного табака была установлена в размере 150 евро за килограмм, а для сигар и сигарилл – 90 евро за килограмм. Доходы от акцизов идут государству. Прибыль становится еще меньше, если клиент платит картой, так как 1% от суммы транзакции идет компании JCC в качестве комиссии за обслуживание терминала. «Сейчас выигрывает только правительство», – сказал Энглезу, добавив, что, по его впечатлению, киприоты стали больше курить из-за стресса, вызванного пандемией.

Гораздо менее оптимистично на ситуацию смотрят по ту сторону буферной зоны. Для торговцев на оккупированной части улицы Ледра беспрепятственная работа контрольно-пропускных пунктов была условием выживания. Квартал, расположенный от КПП на ул. Ледра до мечети Айя-Софья, по-турецки называется Араста. Раньше это был оживленный торговый район с множеством магазинов и кафе. В наши дни владельцы здешних магазинов утверждают, что никогда прежде, даже после 1974 года, у них не было так мало клиентов, как сейчас. «У людей были кое-какие сбережения, они на них выживали, но теперь деньги кончились. Мы не знаем, что делать, как платить арендную плату, как платить банковские кредиты…Если КПП не откроется в ближайшее время, нам конец», – говорит отчаявшаяся Хадиджа Йоргозлу, владелица магазинчика одежды. Ее магазин открылся в прошлый понедельник после месячного карантина. До февраля прошлого года 60% ее клиентов были жителями Республики Кипр, остальные были туристами. Но все изменилось после того, как греко-кипрская сторона превентивно закрыла пересечение улицы Ледра. «С тех пор наш бизнес умирает. На этой неделе у нас, наверное, было всего пять клиентов», – рассказывает владелица магазина.

Неподалеку от магазинчика одежды работает небольшая лавка с сувенирами. Соотношение клиентов раньше здесь было тем же самым: 60% жителей Республики Кипр и 40% туристов. «Как раз накануне закрытия КПП на Ледре я привез партию нового товара. Мой склад полон. Единственная надежда – что наступит лето и, может быть, мы увидим каких-нибудь туристов», – говорит владелец лавки.

Араста действительно была очень популярным местом среди греков-киприотов, хотя они периодически сталкивались с проблемами транспортировки купленных товаров через Зеленую линию.

Иззет Адилоглу, эксперт по торговле «Турко-кипрской торговой палаты», говорит, что оборот сделок составлял 5,3 млн евро в 2019 году, сократившись до 4,6 млн в 2020 году из-за пандемии. Но, вопреки трудностям, появилась так называемая бесконтактная торговля через Зеленую линию. «Вместо того, чтобы доставить товар непосредственно по адресу на юге (то есть в Республике Кипр – ВК), турко-кипрский торговец доставляет его в буферную зону либо на КПП Метехан-Агиос Дометиос, либо на КПП Беярмуду-Пергамос, а греко-кипрский покупатель забирает его оттуда, не совершая прямого контакта с продавцом», – объясняет Адилоглу.

Кроме торговцев от закрытых КПП страдают и две другие категории: турки-киприоты, работающие в Республике Кипр, и греки-киприоты, работающие на оккупированных территориях. Гуркан Османбуба возглавляет недавно созданный профсоюз, который стремится помочь обеим группам работников решить проблемы, с которыми каждый из них столкнулся. В начале 2020 года, по его словам, 2 225 турок-киприотов ежедневно пересекали буферную зону. При этом никто не знает, сколько греков-киприотов работает на оккупированных территориях. «Первый карантин в прошлом году был не очень большой проблемой, потому что обе стороны были в похожей ситуации, так что мы все равно не могли выйти на работу, – вспоминает Османбуба. – Однако решение турок-киприотов вновь закрыть контрольно-пропускные пункты в середине декабря без должного учета нашей ситуации оказалось для нас очень трудным».

Чтобы сохранить свои рабочие места, многие турки-киприоты временно переехали в Республику Кипр, а около 200 человек предпочли обязательный карантин. Это означало, что, хотя им и разрешалось ездить на работу, по возвращении в «ТРСК» в конце рабочего дня, вместо того чтобы идти домой, они отправлялись в карантинный отель, чтобы на утро вновь поехать в Республику Кипр на работу. «У меня двое маленьких сыновей. Поскольку мой муж потерял работу из-за пандемии, я осталась единственным кормильцем. Я просто вынуждена была жить в таком режиме, но период карантина был просто ужасным. С нами обращались, как с прокаженными только потому, что мы пытались помочь нашим семьям», – рассказывает Тейфиде Долмаджи, 40-летняя учительница из английской школы на территории Никосии, контролируемой Правительством Республики Кипр. Последний карантин закончился в прошлый понедельник. Теперь работники с оккупированных территорий могут ежедневно переходить КПП при условии, что у них есть действительный ПЦР-тест.

Однако Гуркан Османбуба говорит, что пандемия привела к тому, что около четверти сотрудников кипрских предприятий из числа турок-киприотов либо уволились, либо потеряли работу. Ситуация будет оставаться нестабильной до тех пор, пока «администрация» оккупированных территорий не признает, что своим жителям следует помогать, а не мешать выполнять свои рабочие обязанности.

«В прошлом году, после того как закончился первый карантин, Никос Анастасиадис дал нам слово, что мы сможем пересечь Зеленую линию в любой ситуации, которая может возникнуть из-за пандемии. Он свое слово сдержал, но, к сожалению, у нас нет таких же гарантий от нашего собственного правительства», – говорит Гуркан Османбуба.

«Турки-киприоты и греки-киприоты, которые работают на противоположных сторонах Зеленой линии, должны быть вакцинированы как одна из приоритетных групп, – считает Тейфиде Долмаджи. – Только тогда мы сможем перестать беспокоиться. Мы нуждаемся в прививке, чтобы иметь возможность работать и обеспечивать наших детей».

    1            Application of terms

    1.1        These Terms apply to your use of the Website. By accessing and using the Website:

    3            Definitions

    In these Terms:

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    4.3 You indemnify us against all Loss we suffer or incur as a direct or indirect result of your failure to comply with these Terms.

    10.2      These Terms, and any dispute relating to these Terms or the Website, are governed by and must be interpreted in accordance with the laws of the

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
