Ограждение вдоль Зеленой линии: «за» и «против»

Министр внутренних дел Никос Нурис призвал все заинтересованные стороны выступить единым фронтом и поддержать решение правительства об укреплении ограждений вдоль Зеленой линии, чтобы остановить приток беженцев и мигрантов. Его призыв стал ответом на протесты жителей селения Акаки, которые решительно осудили политику правительства по установке многокилометровых заборов из колючей проволоки и металлических ворот.

Многие местные жители владеют участками, которые попадают на территорию буферной зоны, и колючая проволока отрежет им доступ на их земли. Кроме того, играет роль и психологический аспект – «то, что не удалось сделать туркам, делает наше собственное правительство», говорят жители.

Нурис, комментируя их недовольство, ответил, что жители Акаки составляют меньшинство. Большая часть населения страны смотрит на ситуацию иначе. «Да, принятое решение далеко от идеала. Но, к сожалению, это единственная мера, которая будет эффективной», – подчеркнул глава МВД.

Территория за забором

Напомним, правительство планирует бороться с незаконным проникновением беженцев на территорию, контролируемую правительством. Для этого предполагается забор из колючей проволоки длиной 11 км, который протянется от Астромеритиса до старого аэропорта Никосии. Нурис отмечает: он встревожен медленными темпами работ. Министр МВД приводит в пример Польшу, где забор длиной 186 км (это чуть больше длины всей Зеленой линии в 180 км) вдоль границы с Беларусью был построен всего за шесть месяцев. Министр напоминает: буферная зона остается частью территории Республики Кипр: «Любой, кто живет и работает в буферной зоне, имеет право приходить туда и уходить, когда пожелает». Правда, делать это теперь придется только через установленные в заборе ворота. «Да, некоторые столкнутся с трудностями, например, проводники беженцев, которые сегодня тоже протестуют», – сказал Нурис. При этом он добавил, что среди жителей селений у Зеленой линии есть те, кто проводят беженцев через буферную зону за определенную плату.

85% мигрантов попадают на Кипр через буферную зону

Приводя доводы в пользу ограждения, Нурис сослался на опыт Греции, которой удалось снизить потоки беженцев из Турции с 78 000 в 2020 году до 4 000 в 2021, отчасти благодаря забору, установленному в Эвросе. «Я был бы рад, если бы мы смогли зафиксировать аналогичные результаты на Кипре», – сказал Нурис. Комментируя тезис о том, что Греция столкнулась с критикой со стороны ЕС, Нурис подчеркнул: Евросоюзу, «прежде чем грозить пальцем или делать выговор, следовало бы так же показательно обратиться к источнику проблемы, то есть к Турции».
К Кипру со стороны Брюсселя претензий пока не поступало.

Глава МВД напомнил: Турция использует потоки беженцев как оружие против Кипра. Около 85% мигрантов попадают на территории, контролируемые правительством, через буферную зону. «Число прибывающих в настоящее время настолько велико, что усилия по интеграции их в общество бессмысленны. На мой взгляд, прибытие всех этих нелегальных мигрантов представляет собой попрание наших прав как местного населения», – отметил Нурис.

Европе нужны централизованные действия

За 2022 год было зафиксировано более 3000 эпизодов депортации. Это больше, чем за весь 2021 год. «Но наши средства ограничены, когда есть третьи страны, которые на практике отказываются принимать своих собственных граждан обратно», – отметил министр внутренних дел Кипра.

На встрече глав МВД стран Евросоюза Никос Нурис будет настаивать на том, чтобы Брюссель наконец пришел к централизованным соглашениям о репатриации с третьими странами, ведь малые государства, такие как Кипр, имеют гораздо меньшую переговорную силу.

В Nicosia Mall – только через ворота?

По мнению экспертов издания Cyprus Mail, план протянуть вдоль Зеленой линии колючую проволоку, сделав в нескольких точках ворота для местных жителей, имеет три больших недостатка. Во-первых, забор бесполезен, если он не охватывает всю Зеленую линию. Если территория не закрыта полностью, ограждение можно просто обойти. Но Зеленая линия тянется на 180 км и включает в себя множество мест, где установка колючей проволоки невозможна. Афиену, например, почти целиком находится в пределах буферной зоны. То же самое касается деревни Трулли в регионе Ларнаки. Некоторые районы Никосии (даже торговый центр Nicosia Mall) также находятся за официальной Зеленой линией, то есть на территории буферной зоны. Очевидно, что правительство не собирается обносить Nicosia Mall забором и пускать туда посетителей только через ворота. Для таких районов будут сделаны исключения. Но тогда беженцы смогут просто обойти заграждение.

Что делать с застрявшими в буферной зоне?

Второй серьезный недостаток – через это ограждение в принципе легко перебраться. Проволока не очень высокая, примерно в рост человека. Хотя ворота планируется сделать выше, почти три метра. Когда никто не смотрит, относительно легко проползти под проволокой или перелезть сверху, используя простую доску или металлический лист. Третий вопрос. Не совсем понятно, как быть с беженцами застрявшими в буферной зоне. Что должны делать патрульные, столкнувшись с группой людей, уже находящимися в буферной зоне и громко заявляющими, что они ищут убежища? Министр Никос Нурис высказал мнение, что патрульные должны применять меры для разгона толпы, то есть водометы. Однако даже если это возможно, беженцы останутся внутри буферной зоны, которая вообще-то находится под наблюдением ООН. Пресс-секретарь Вооруженных сил ООН на Кипре Алим Сиддик подтвердил изданию Cyprus Mail, что «если в пределах буферной зоны будут обнаружены беженцы, мы будем тесно взаимодействовать с обеими сторонами, чтобы люди, ищущие убежища, могли подать заявку в официальные органы власти». «Лица, ищущие убежища, имеют свои права, и их нельзя просто так отправить обратно или отгородиться от них забором»,– пишет издание.

Вопрос о свободе передвижения местных жителей

Наконец, забор создает всевозможные практические проблемы. Особенно в районе вокруг Перистероны, где буферная зона шире всего – порядка четырех километров. Это район, который включает в себя множество домов и садов, теннисный клуб, кладбище и самую большую плантацию опунций на Кипре. Здесь часто бывают перебои в подаче электроэнергии. Поэтому резонно предположить, что ворота не будут открываться без электричества.

Есть и другие последствия. Многие собаки уже получили травмы, запутавшись в колючей проволоке. Фермерам придется делать большой крюк, чтобы каждый день добираться до своих полей. Также неясно, законно ли ограничивать свободу передвижения местных жителей и отслеживать их личные данные всякий раз, когда они пересекают Зеленую линию.

    1            Application of terms

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not
