1 мая: вспоминаем забастовки прошедшего года

1 мая на Кипре отмечается День солидарности трудящихся. Прекрасный повод вспомнить, за какие права и с какими проблемами боролись представители разных профессий в 2022-м и начале 2023 гг.

День труда отмечается с конца XIX века. К этому времени в повестке индустриальных стран появляется вопрос о правах рабочих. Законодательной базы для регламентирования условий труда еще нет, при этом объем рабочей силы для нужд промышленного сектора постоянно увеличивается.

Как появился праздник 1 мая

Постепенно рабочие выдвигают ряд требований, в том числе введение восьмичасового рабочего дня. Тенденция зарождается в Австралии в 1856 году, а в 1886 году проходят митинги в США и Канаде. Знаковые выступления рабочих в Северной Америке происходят 1 мая. В память о казненных после разгона демонстрации участниках Парижский конгресс II Интернационала объявляет 1 мая Днем солидарности рабочих всего мира.

На Кипре 1 мая своим главным праздником считают профсоюзные организации, защищающие права работников. Профсоюзное движение в республике традиционно сильно, и объединения продолжают играть колоссальную роль. На Кипре даже есть выражение «Первомай – это день забастовок, а не отдыха».

Всеобщая забастовка – январь 2023 года

26 января 2023 года на Кипре проходила всеобщая стачка. В национальной забастовке приняли участие 75% кипрских работников из самых разных профессиональных сфер. Работа множества ведомств и компаний была приостановлена. Забастовка затронула школы, аэропорты, общественный транспорт, больницы, суды, порты, частные фирмы.

Участники акции требовали в полной мере восстановить пособие на увеличение стоимости жизни – CoLA или АТА.

Торгово-промышленная палата Кипра (ТППК) выступала с заявлением, что работники имеют право бастовать или воздержаться от забастовки.

Забастовки учителей – на протяжении 2022 года

2022-й год ознаменовался множеством протестов со стороны педагогов. Особенно много выступлений было в феврале 2022 года.

7 февраля 2022 года учителя начальных классов и воспитатели детских садов проводили часовую забастовку. Об этом сообщал профсоюз учителей POED. Педагоги были недовольны противоковидными мерами.

По их мнению, действия Министерства здравоохранения и Министерства образования нарушали решения Кабинета министров по борьбе с COVID-19 и три основных требования профсоюза: разработка быстрого алгоритма замены отсутствующих по болезни учителей, введение как минимум одного обязательного экспресс-теста в неделю в детских садах и установка кондиционера в классах.

14 февраля 2022 года профсоюз учителей уже средних школ (OELMEK) попросил Министерство образования ввести штатные единицы охранников, чтобы защитить учителей и персонал от вербального и физического насилия. Катализатором послужило нападение одного из родителей на директора средней школы в Паралимни.

В августе 2022 года школьный персонал снова бастовал. В этот раз причиной стало требование отменить маски и тестирование педагогов. Организаторы акции протеста также обвиняли Минздрав в безразличном отношении к детям. «Вестник Кипра» рассказывал об акции в этом материале.

Забастовки врачей – январь 2023 года

В январе 2023 года профсоюзы врачей и медсестер заявили, что Организация государственных служб здравоохранения (ОКИпИ) не выполняет свои обязательства. Она не составила новый коллективный договор для медперсонала, в то время как срок действия предыдущего соглашения истек в декабре 2022 года.

Забастовки в аэропортах – ноябрь 2022 года

2 ноября тысячи пассажиров застряли в аэропорту Пафоса из-за забастовки сотрудников. Были задержаны или отменены порядка 30 рейсов. Накануне, 1 ноября, бастовали работники аэропорта Ларнаки.

Причиной протестов стало увольнение 156 человек 1 ноября. Сокращение штата было вызвано сменой компании, ответственной за наземное обслуживание пассажиров. По словам секретаря окружного отделения профсоюза ПЕО Йоргоса Иулианоса, первоначально было принято решение перевести сотрудников из двух прежних компаний на работу в новое предприятие, но эта мера не была реализована в том виде, в каком анонсирована изначально.

Забастовка в порту – февраль 2023 года

В феврале 2023 года на забастовку вышли работники порта в Ларнаке. Они заявляли профсоюзам ПЕО и СЕК, что компания Ocean Holdings нарушает кодекс трудовых соглашений. Люди выступали против увольнений, которые угрожают непрерывной работе важной транспортной инфраструктуры.

Забастовка ЕАС – декабрь 2022 года

В декабре прошла забастовка рабочих Электрической компании Кипра. Улучшение условий работы на производстве было заявлено как одно из ключевых требований протестующих. Стачка также вывела на первый план проблемные вопросы условий труда на некоторых предприятиях страны.

Работники предприятия заявили об отказе обслуживать электростанцию в Декелии, так как она давно работает с нарушениями. Профсоюзы, которые вышли на стачку, выступили против политики Министерства энергетики, подчеркивая, что их позиция совпадает с позицией руководства ЕАС.

Рабочие также утверждали, что недовольны многолетним кадровым дефицитом и исключением компании из производства возобновляемых источников энергии.

Забастовка курьеров – декабрь 2022 года

В Никосии в декабре проходила стачка курьеров одной из компаний по доставке заказов. Они жаловались на сокращение заработной платы на фоне роста цен на продукты питания, бензин и коммунальные услуги и отмену бонусов. Администрация предприятия отреагировала на протест своеобразно: бастующих уволили.

Забастовка водителей автобусов – март 2022 года

23 марта прошлого года крупную забастовку на улицах Никосии провели сотрудники автобусной компании Cyprus Public Transport. Они не выходили на рейсы с 18 марта. Демонстрация водителей прошла перед зданиями Министерства транспорта и Министерства труда.

Сотрудники автобусной компании жаловались на слишком плотный рабочий график, сокращение 36 сотрудников, замену кипрских рабочих на иностранцев, некачественные технические проверки автобусов, неисправные тахографы, отсутствие в автобусных парках туалетов. Часть требований профсоюза была выполнена.

Забастовка животноводов – март 2022 года

В марте 2022 года овцеводы и козоводы собрались перед Президентским дворцом в Никосии, чтобы выразить протест против роста цен на зерно и потребовать от властей защитить рецепт халлуми. Некоторые из хозяйственников приехали на центральную площадь столицы со своим скотом.

Акция была организована тремя сельскохозяйственными профсоюзами: ПЕК, ЕКА и «Новое аграрное движение».

В качестве заключения

В 2022 году кипрское Управление по развитию человеческих ресурсов одобрило несколько направлений по обучению трудоустроенных и безработных граждан. Во второй половине года в центрах профессиональной подготовки начались соответствующие курсы.

    1            Application of terms

    In these Terms:

    including and similar words do not imply any limit

    Loss includes loss of profits, savings, revenue or data, and any other claim, damage, loss, liability and cost, including legal costs on a solicitor and own client basis

    personal information means information about an identifiable, living person

    Terms means these terms and conditions titled Terms and conditions of use

    Underlying System means any network, system, software, data or material that underlies or is connected to the Website

    We, us or our means VESTNIK KIPRA Group

    You means you or, if clause 1.1b applies, both you and the other person on whose behalf you are acting.

     

    4            Your obligations

    4.1        You must provide true, current and complete information in your dealings with us and must promptly update that information as required so that the

    information remains true, current and complete.

    4.2        You must:

    a not act in a way, or use or introduce anything (including any virus, worm, Trojan horse, timebomb, keystroke logger, spyware or other similar feature) that in any way compromises, or may compromise, the Website or any Underlying System, or otherwise attempt to damage or interfere with the Website or any Underlying System; and

    b unless with our agreement, access the Website via standard web browsers only and not by any other method. Other methods include scraping, deep-linking, harvesting, data mining, use of a robot or spider, automation, or any similar data gathering, extraction or monitoring method.

    Republic of Cyprus.

    Each party submits to the non-exclusive jurisdiction of the Courts of the Republic of Cyprus in relation to any dispute connected with these Terms or the

    Website.

    10.3      For us to waive a right under these Terms, the waiver must be in writing.

    10.4      Clauses which, by their nature, are intended to survive termination of these Terms, including clauses 5, 6, 7, 10.1, continue in force.

    10.5      If any part or provision of these Terms is or becomes illegal, unenforceable, or invalid, that part or provision is deemed to be modified to the extent

    required to remedy the illegality, unenforceability or invalidity. If a modification is not possible, the part or provision must be treated for all purposes as

    severed from these Terms. The remainder of these Terms will be binding on you.

    10.6      These Terms set out everything agreed by the parties relating to your use of the Website and supersede and cancel anything discussed, exchanged or

    agreed prior to you agreeing to these Terms. The parties have not relied on any representation, warranty or agreement relating to the Website that is not

    expressly set out in the Terms, and no such representation, warranty or agreement has any effect from the date you agreed to these Terms.
